Purpose
The protection officer will contribute in the implementation of the project “She Can” funded by UN Women. This position will work directly with social development centers (SDC’s) and support several centers in Beirut, Mount-Lebanon (ML), and North in initiatives to address gender-based violence, work on community mobilization by engaging CBO’s and municipalities, and establishing a referral system inside SDCs. The main job focus of the protection officer is to maintain effective communication with the SDCs and communities involved in the project, as well as create awareness on the project within these communities. The protection officer will also lead on implementation with the support of Project Manager (PM) in coordination with the targeted SDCs, while abiding by the set work plan. This position is also responsible for organizing community events, identification of potential CBO’s, and organizing capacity building activities for partner CBO’s.
Key Responsibilities
Responsibility #1: Project Implementation
- Undertake capacity assessments of the local partners and SDCs on GBV prevention and response activities with the support of GBV the specialist, and in coordination with the line manager;
- work closely with the specialist to prepare comprehensive action plans, including resources, timeframes and budget for project.
- Directly manage protection assistant whose main responsibility is to manage CARE’s referral help line and reporting.
- Hire trainers with relevant background for specific activities such as first aid, self-defense, and therapeutic arts.
- Conduct almost daily visits to SDCs to oversee the activity implementation and support on GBV technical needs at SDC level.
- Insure that all supplies are sufficient for projected activities and prepare purchase orders when needed beforehand.
- Coordinate closely with community field specialists when technical support is needed.
- Mobilize the work of (volunteers) to help in outreach activities of the SDCs.
- Remain in close contact with SDC directors, project staff, and volunteers daily.
- Insure that activities are being implemented on a timely manner at the SDC level according to the implementation plan.
- Organize, mobilize and implement community-level activities other members of the communities, including community meetings, outreach activities, capacity building and open days. This may also include support to initiatives designed and carried out by the members of the communities
Responsibility #2: MEAL (Monitoring, Evaluation, Accountability and Learning)
- Report on existing MEAL plans and program quality activities e.g. project quality meetings, and learning events;
- Ensure project data and achievements are updated and reported on a monthly basis
- Support and feed into monitoring and evaluation activities
- Ensure proper documentation, tracking and filing of all project’s activities in line with project objectives, donor requirements, CARE compliance rules and implementation strategy.
- Ensure the confidentiality of beneficiaries’ data as per established guidelines.
Responsibility #3: External Representation
- In close collaboration with CARE line manager, ensure CARE representation in the relevant technical coordination meetings at field level, as well as liaise with external actors (local authorities, national/international NGOs, etc.).
- Maintain a strong and supportive relationship with regional MoSA offices, representatives, municipalities, and SDC staff.
Responsibility #4: Handling CARE’s helpline (50% - shared with other PO)
The purpose of the role of CARE’s protection officer is to answer and inbound helpline for beneficiaries to receive information on our activities and refer beneficiaries to close service providers when needed.
KEY AREAS OF ACCOUNTABILITY:
- Answering calls:
- Answering all calls politely and in a timely manner
- Logging each call with key information, including: time, beneficiary name, ID, UNHCR registration number if applicable, reason for call, follow up action required, timeframe etc.
- Referral and Complaints mechanism:
- Linking beneficiaries to relevant service provider
- In coordination with program teams, insure service maps are being updates in timely manner.
- Logging any complaints in the CARE’s Complaints Database
- Compiling information and referring to different teams for follow up
- Analysis:
- Creating reports and analysis of call log, including number of calls, common reasons, time between call and follow up action taking place.
- Working with programmes to inform programming changes as a result of common calls
Reporting
The project officer will be finalizing narrative reports according to donor’s requirement and share with PM for final revision.
Educational Background
Bachelor’s degree in public health, social science, humanitarian affairs or similar.
Proven Experience
Minimum of 2-years’ experience in social work especially protection and GBV sector with an understanding of the Lebanese socio-economic context and how it affects both refugees and host communities.
Knowledge in facilitation of focus group discussions and the ability to lead on activities.
Experience and knowledge of GBV core concepts especially.
IT Skills
Familiarity with MS Office software.
Languages
Proficient in Arabic and English
