Project Background

The Lebanon Community Support Program (CSP) is a multi-year project funded by USAID to support municipalities and underserved and vulnerable communities in providing better services and enhanced economic opportunities to improve lives and reduce tensions that contribute to conflict and violence, primarily in Lebanon’s North, South, and Beqaa regions. Under Task Order No. 4 (TO 4), the project will provide technical assistance and other support to improve labor skills and job placement opportunities through partnerships with the private sector, Technical and Vocational Education and Training (TVET) organizations, municipalities, and other public sector entities.  The main objective of this 3-year task order is to improve skills and job placement opportunities for beneficiaries from vulnerable communities.

  1.       Summary of Position

The Relationship Manager will be charged with overseeing the collaboration between partner TVETs and small and medium enterprises (SMEs) to create sustainable, win-win partnerships that lead to improved short- term and long-term employment opportunities.  The Relationship Manager will focus on linking up with employers in target sectors with high current and future employment needs and with TVETs best-positioned to provide technical and soft skills training to meet employers’ labor needs. This individual will facilitate focus groups and regular meetings between private sector employers and TVETs to co-design demand-driven curricula and extracurricular activities. In coordination with the CSP Scholarship Director, the Relationship Manager will coordinate scholarship placements within TVETs and guide the matchmaking process between TVET trainees and employers with internship opportunities.  

II.       Qualifications:

  • Bachelor’s degree required; Master’s degree in a relevant field preferred;
  • At least seven years of work experience in the relief and development sector in Lebanon on projects funded by international donors, with USAID-experience preferred;
  • Professional experience in economic growth programming, with demonstrated emphasis on workforce development, supporting technical/vocational training centers, and linking job placement programs with the private and/or public sector required;
  • Knowledge of and experience in TVET training programs, including coaching, mentoring and on the job training, as well as in leveraging the private sector (SMEs and others) to create employment opportunities required;
  • Familiarity with one or more mechanisms available for the delivery of technical assistance and institutional capacity building, including grants, subcontracts, commodity procurement, and short-term technical assistance
  • Knowledge of USAID’s rules and regulation preferred;
  • Experience working across Lebanon, specifically in the North, South and Bekaa regions preferred;
  • Fluency in spoken and written Arabic and English required

 

III.        Location of the Assignment

  • The Relationship Manager will be based in CSP’s main office in Beirut and will be expected to travel to CSP’s areas of operation throughout the country, as needed.

 

IV.      Reporting

  • The Relationship Manager will report directly to the TO 4 Director.
