The EU funded project “Strengthening Resilience - MENA II” (SR2) in Lebanon is part of a regional project. In Lebanon the programme involves advising, building the capacity and supporting the delivery of the National Consultation phase that aims at developing the Action Plan of the National Strategy for Preventing Violent Extremism that was ratified in March 2018 and at contributing to the formation of a National PVE Network.
The support will focus on:
- advising and building the capacity and supporting the development and delivery of a communication strategy,
- the communication strategy development and the development process for the 9 sectoral workshops and a national conference and support in the implementation of this process.
This set of terms of reference is for an expert to develop a briefing paper related to the Pillar 08 of the National Strategy for Preventing Violent Extremism (Strategic Communication, Informatics and Social Media)
OBJECTIVE 2: Foster partnerships with the media and technology actors to support the implementation of the PVE national strategy
SUB- OBJECTIVE 1: Encourage and support the involvement of communication public and private actors (state institutions, CSOs, mass and social media; public outreach platforms; tech-companies and services providers) in Preventing Violent Extremism's narratives and recruitment propaganda
highlighting what already exists that contribute to this objective at policy, institution and programme level and which stakeholders contribute to this objective and identifying, suggesting needed action points. The report will be discussed and used during the sectoral workshop.
