BACKGROUND
ARK Group DMCC is a stabilisation, development and conflict transformation consultancy that provides research-informed analysis and policy recommendations, as well as evidence-based interventions, in Lebanon, Syria, Jordan, Yemen and Iraq on behalf of public and private sector clients. Working with and through local communities, we seek to understand and then mitigate the negative effects of conflict and instability to enhance community safety and promote human security, development and economic opportunity.
Working for government donors, ARK has supported communities on the ground . Prgrammes have included sexual and gender-based violence (SGBV) responses, launching the programme of life-saving support to Civil Defence teams and security sector reform programmes. We have a highly dynamic, capable, multinational team with offices in Dubai, Turkey, Lebanon, Jordan, London and Washington DC.
ARK seeks a HR and Administrative Officer to work in our office in Beirut, Lebanon. The post holder will work in conjunction with the Corporate Services Manager, based in Beirut, with responsibility for the recruitment and selection, employee relations, and the on-boarding process.
Tasks and Responsibilities
Recruitment and Selection
- Coordinate the production of specific Job Descriptions (JD) for various vacancies.
- Maintain an up to date generic JD Library on SharePoint.
- Support recruitment activities such as screening applicants, evaluating applicant qualifications, preparing selection activities, and maintaining a recruitment database of qualified candidates.
- Assist in the administration of and preparation for candidate interviews and following up with line managers for interview feedback.
- Support the drafting of employee contracts that are legally compliant with the Labor Law for employees, consultants and other designations.
- Monitor contract expiry and extension dates, whilst also ensuring consultancy payments are approved and processesed correctly for payment by the Finance Department
Employee Relations:
- Ensure that all staff members in ARK Lebanon are familiar with HRMS and their responsibilities regarding timesheets, leave applications and sickness reporting.
- Support the employee performance management system and probationary review process.
- Ensure that Project & Line Managers are briefed regarding the Probationary Review Reporting and their responsibilities.
- Ensure HRMS profiles are created and staff documents are uploaded accordingly.
- Arrange for visa applications, travel and accommodation for visiting staff and consultants
- Work closely with the Dubai HR Team and implement HR policies and procedures as required.
- Support with employee registration process, including liaising with social security authorities, accountants
and legal representatives as and when required.
On-Boarding/Off-Boarding
- Implement the induction and orientation process for new staff in the ARK Lebanon office.
- Provide active support for developing and implementing ARK HR policies and practices.
- Ensure exit procedures are carried out including the handing-in of all company-issued equipment and documentation and liaise with the Finance Department regarding final payments.
- Assist in the conduct of exit interviews by the Line Manager and Country Manager (if appropriate).
Administration
- Support the L&P Department with procurement activities including but not limited to obtaining supplier quotations, receiving deliveries, following up on invoices with suppliers and filing of procurement documentation
- Provide logistical support in organising workshops and meetings, including venue hire.
- Assist in following up with 3rd party contractors to ensure contracted deadlines for production and reporting are met.
- Support and assist with initiating payment requests for suppliers and team members.
- Assist in the day to day management of the office.
- Any other task as required by management.
REQUIRED COMPETENCIES
- Bachelor’s degree in Business Admin, Human Resources Management or any related field.
- Approximately 4 years’ experience as an HR Officer .
- Strong Interpersonal skills.
- Able to priotise and plan work activities efficiently.
- Must be organised, accurate and thorough.
- Must be dependalble and able to follow instrcutions.
- Excellent communication skills in English and Arabic.
