NRC LEBANON: Request for Quotation for Consultancy on "Evaluation of ICLA (LEGAL ASSISTANCE) Programme (Readvertized)

Overview

NRC is requesting competitive proposals from qualified firms or individual consultants, registered in their respective countries as LTD or Sole-Traders, interested in conducting an evaluation of the Information, Counselling and Legal Assistance programme (ICLA).  The main purpose of the evaluation is to support learning about the relevance, effectiveness, efficiency, sustainability and impact of the NRC ICLA Lebanon programme and provide guidance for future programme direction and improvement. In addition, the evaluation should be an opportunity for NRC to be accountable to beneficiaries, partners and donors.   

The programme commissioned a nationwide needs assessment in late 2018 which provides some findings related to the relevance of the activities and thematic areas, but has not undertaken any recent evaluations. Monitoring data is available since the programme started but only the 2017 data and beyond will be relevant for this evaluation.  

The NRC ICLA programme implements activities in all four areas in the country: North, Bekaa, South and Beirut/Mount Lebanon with around 100 staff in addition to engaging external contracted lawyers. A mobile approach is applied to service delivery, with legal clinics and mobile courts delivering services as close as possible to where refugees reside. Just within the area of civil documentation, NRC ICLA field teams and the information focal points managed to deliver information sessions for a total of 253,877 individuals across Lebanon since the beginning of 2017. Subsequently, a total of 47,603 individuals received counselling on civil documentation whereas a total of 25,947 individuals received legal assistance services.
