FSL Supervisor - Tyre

Key activities in your role will include

Objective 1: To ensure timely and quality implementation of livelihoods construction activities (45 %)

  • Design the Technical assessments of the works at field level.
  • Plan FSL construction related activities in the assigned sites, such as rehabilitation and construction of walls, toilets, etc; bill of quantities of the pertinent activities, technical specifications, mapping designs...
  • Follow up the construction and rehabilitation work of different irrigation infrastructure (Mechanical and Structural) in collaboration with the skilled and unskilled labour on daily basis to ensure the quality of construction work
  • Ensure the timely implementation of field works as per the predefined schedule
  • Monitor the beneficiaries work including the work plans and quality of work if needed.
  • To supervise the field officers in implementation of the activity and to actively engage in the process
  • Support in ensuring the quality and quantity of material at field according to agreed plans and BoQs
  • Support in building relationships between ACTION AGAINST HUNGER, district authorities, municipalities and communities.
  • Resolve the conflicts on construction site.
  • Issue and sign the work done certificates as per Action Against Hunger design
  • Support in the hand over the FSL infrastructure to local stakeholders (municipalities, communities, etc.).
  • Ensure safety procedures and rules are respected in the field by all workers
  • Represent Action Against Hunger with different community stakeholders at field level
  • Maintain good communication with local partner organizations and beneficiaries on the field

Objective 2: provide technical support for the Livelihood activities (10% )

 

  • To support the implementation of food security and livelihoods activities of the project upon the request of FSL Deputy PM
  • To actively support ACF’s implementing partner in conducting their livelihoods activities in the area
  • To support FSL deputy PM in design of the beneficiary selection process
  • To organize community meetings, focus group discussions, Key Informant Interview and assessments to identify the needs of the host and refugee populations upon the request of FSL PM

Objective 3: Team Management (25 %)

  • Supervise and monitor the field officer under his / her supervision
  • Participate in staff training, helping to build technical capacity of staff
  • Monitor and coach colleagues and team members, building the capacity to obtain high quality results and impacts.
  • Helps to develop and execute context – specific solutions to improve collaboration, coordination and performance.
  • Ensure the good respect of working condition while in office or the field, especially the respect of ACF Code of conduct and standard operation procedures for the area of operation and safety rules on the construction sites.
  • Ensure staff appraisals are conducted and together with the FSL Deputy PM Identify staff trainings needs and follow up the appropriate action with the FSL PM with recommendations of training and other capacity building majors. 

Objective 4: Finance and Administration (10 %)

         

  • Support the FSL Deputy PM in the organization of day-to-day logistics, and administration activities
  • Manage all related environmental activities equipment and materials in close consultation with the FSL Deputy PM. Maintain and ensure proper Project asset register.
  • Support the FSL Deputy PM in the supervision and control of expenses related with the environmental activities of the project (procurement planning)

Objective 5: Reporting (10 %)

         

  • Prepare regular reports on the progress of the environmental activities for the assigned sites.
  • inform and report the anomalies and the challenges carried out during the implementation phase of the program
  • Report possible problem or conflict during the activities
  • Report weekly activities and transportation needs
  • Contribute to project and beneficiaries data collection and reporting
  • Regular reporting to FSL Deputy Program Manager

 

Objective 6: Security           

  • Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.
  • Communicate to the security managers of the working location any security related information or noncompliance with the security plan

Objective 7: Support humanitarian activities of Action Against Hunger          

  • Support the emergency interventions of the organization as per the employee’s abilities.
  • Support any activity that helps reaching our humanitarian goals, as per the employee’s abilities. 
  • Promote gender equality within the humanitarian and/or development work


 

Do you meet the profile required criteria?

Training/ Education:

 

  • BS in Agricultural Sciences or any related field.

 

Technical specific knowledge:

Dynamic, good team player result oriented and professional humanitarian aid worker with experience of FSL/WASH interventions. We are looking for a problem solver, with a flexible mind-set, the ability to deal with practical FSL/WASH solutions and to think strategically. Key requirements include:

 

  • Technical knowledge in calculating and implementing and supervising construction and engineering interventions;
  • Significant experience in working in collaboration with local partners, government bodies, and INGOs;
  • Good knowledge of project cycle management;
  • Ability to identify possible new activities and elaborate proposals for new projects, as well as the ability to report adequately to managers.

 

Previous experience:

 

  • at least 2 years’ experience in implementing FSL and/or WaSH projects in development and/or humanitarian projects in the NGO/INGO sector.
  • Specific knowledge in labour intensive interventions is highly desirable.

 

Humanitarian sector knowledge:

  • Good knowledge of INGOs and donor agencies procedure, guidelines and intervention in the country

 

Action Against Hunger knowledge:

  • Previous knowledge of Action Against Hunger policies, strategy and previous interventions in the country or meddle-East region as an asset

Languages:

  • English and Arabic (compulsory working language, fluent spoken, read and written)

IT and specific systems:

  • Windows domain, Compulsory expertise in Excel.

Our remuneration package:

We offer immediate incorporation to a dynamic international network with the following remuneration package:

  • Salary range from USD1,497 to USD 1,772 basic per month according to the candidate’s previous experience (based on the standard list of Action Against Hunger - Spain)
  • Salary progression based on the annual development appraisal
  • LBP 8,000 daily transportation allowance on working days
  • Social security registration and NSSF family allowance if eligible
