Call for Expression of Interest (EOI) to Develop an Online Platform including a mobile Application and website Under RDPP Project

1. Background

Safadi Foundation is launching the second phase of its Accelerated Vocational Training Centre for the Socio-Economic inclusion in the North. The project’s main overall objective is to stimulate sustainable economic participation of vulnerable youth to promote their inclusion in the development of marginalized communities. In the long-term, inclusion can transform youth socio-economic outlook making them active participants in decreasing unemployment rates and increasing their household income. The specific objective of this project will be to develop youth employability through comprehensive training programmes. Target beneficiaries will have access to accelerated market-based training and self-development programs that will prepare them to increase their competitiveness in the skilled labour market. Finally, the project will aim to strengthen private sector and national actor engagement in active labour market programmes, by participating in developing an effective labour programme leading to significant reduction in identified skills gap.

On the other Hand, part of the project is to create an application or online platform and link the skilled beneficiaries with the service seekers.

1. OBJECTIVE

Safadi Foundation is looking to develop An Online Platform including a mobile application and a Website will be created in order to collect the data of the most skilled beneficiaries with the aim of linking them to service seekers such as individuals and private sector. Safadi Foundation will be subcontracting a company to implement this component. The company will be selected on a merit-based and cost-effectiveness evaluation of offers for service provision and will follow the fair and transparent procurement procedure of Safadi Foundation. The breakdown of the application is as follows:

- Hosting (Dedicated Secure Cloud Server)

- Push notifications for mobile app

- iOS/Android/Windows Store account for the mobile app registered in the name of Safadi Foundation

- Mobile APP design UI/UX

- Mobile APP backend amendment – CMS and API development

- Website development

- Web portal

- Mobile APP Native development: iOS, Android & Windows across All Mobiles devices including Tablets

- Responsive design across all platforms

- Logo + Stationary + Branding:

- Social media marketing materials (photos, videos, boosting) working on Facebook, Instagram and Youtube:24 months

- Safadi Foundation is the sole ownership of the Website, the mobile App and Graphics including source code and intellectual property.

- Safadi Foundation will have full access to the servers & databases.

2. KEY CONSIDERATIONS

This call is opened to qualified, nationally based companies, fulfilling the pre-selection criteria defined below:

• Should be Registered under the Lebanese rules and regulations
• Only those with a strong, proven track record of performance and quality in this field are encouraged to participate. (If possible, share brochures, flyers, etc.)
• Should be able to provide the requested services within the area of Tripoli
• Should sign a Non-Disclosure Agreement for copyrights and confidentiality
