Quality Instruction towards Access and Basic Education Improvement QITABI-2 Program
Background
“Quality Instruction towards Access and Basic Education Improvement” (QITABI-2) is a $90 million USAID-funded project for five-year. QITABI-2, managed and implemented by World Learning, will target primary public and private schools in Lebanon, grades 1 to 6, to improve the reading, writing and social and emotional learning skills in all public primary schools in Lebanon. QITABI-2 will achieve its goals by supporting MEHE and CERD’s journey to self-reliance and strengthening the education system’s capacity to plan, deliver, and institutionalize quality education services. In order to achieve its goals, and in line with USAID’s ‘Private-Sector Engagement Policy’ and ‘The Journey to Self-Reliance’, QITABI 2 is looking for robust engagement with the Lebanese private sector. This includes, but is not limited to, engagement with Lebanese private schools, for-profit commercial entities, business associations, cooperatives and private sector enterprises.
World Learning has an immediate vacancy “Private Sector Engagement Officer” for primary school education for its Beirut-based USAID-funded Quality Instruction towards Access and Basic Education Improvement (QITABI-2) in Lebanon.

The ideal candidate will be a motivated and talented individual, with prior experience of private sector engagement, to lead QITABI- 2’s private sector engagement efforts. The position will report directly to QITABI-2 Deputy Chief of Party.
Scope and Responsibilities
• Lead QITABI 2’s private sector engagement work, under guidance from senior management
• Increase and deepen collaboration with the private sector across QITABI 2’s programming; including supporting QITABI 2’s work with private sector advisory boards and local community
• Seek market-based solutions for greater sustainability, including identifying successful market-based solutions and co-creating solutions with private sector partners
• Mobilize private sector for scale of activities
• Cultivate long-term partnerships with private sector to support programming, delivery, scale and sustainability
• Manage the complete partnership lifecycle; starting from identifying potential partners to cultivating relationships for long-term success
• Conduct regular private sector analyses to identify opportunities and report to management
• Act as main point of contact for QITABI 2 interventions in Lebanese public schools
• Lead QITABI 2’s work towards establishing regional private-public school networks
• Work in collaboration with other units and departments by understanding program needs and identifying relevant private sector-based solutions
• Remain up to date with USAID’s guidance on ‘Private-Sector Engagement Policies’ and ‘The Journey to Self-Reliance’; convey updates to QITABI 2 team through communication materials, training sessions, and other means as required
• Perform additional tasks as needed and requested, including in support of other World Learning projects
Requirements
• Master’s Degree; MBA desired
• 4 to 5 years of demonstrated relevant professional experience, including client relationship management, partnership scoping and building, and negotiation skills; with increasing levels of management responsibility and national experience;
• Proven experience and capacity to engage with private sector; some work experience in private sector preferred (such as in Corporate Social Responsibility roles);
• Demonstrated ability to effectively work in the public-sector environment;
• Demonstrated knowledge of USAID rules, regulations, and reporting requirements desired.
OTHER SKILLS AND COMPETENCIES:
• Full professional proficiency in spoken and written English and Arabic is required; French preferred. Must be able to use the language fluently and accurately and be able to read all styles and forms on all levels pertinent to professional needs
• Very strong communication skills; including ability to interact with clients in professional settings, meetings and presentations
• Strong cross-cultural and interpersonal skills; including ability to effectively work alongside people of different backgrounds
• Demonstrated accuracy, attention to detail, and organizational ability
• Energetic and strong team player
• Computer and internet proficiency; including Excel, Word, PowerPoint and other web-based tools, knowledge of Salesforce preferred
