ABOUT WFP:

In Lebanon, WFP works to support approximately 700,000 people with regular assistance using e-cards. WFP also supports Lebanese schools with school meals, and has run over 300 development activities which include supporting rural infrastructure, as well as education and training opportunities for vulnerable individuals in families. WFP also supports Lebanon’s National Poverty Targeting Programme.  

ORGANIZATIONAL CONTEXT: The post is based in Zahle Field Office and the incumbent is to report to the Monitoring and Evaluation Programme Associate in the field office and the External Relations Officer in the Country Office.
JOB PURPOSE: To support effective supervision and implementation of the monitoring and evaluation activities in the Beka’a region and to act as the primary field focal point for delegation field missions to the region.

KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive): 
Under the direct supervision of the M&E associate and the technical supervision of both the Field-based Programme Policy Officer and the External Relations officer in the Country Office, the incumbent will perform the following tasks:
•    Provide specialized project management support to specific and/or defined programmes to ensure that the various activities are performed within the established targets following WFP’s policies and procedures.
•    Follow up to ensure that the Monitoring plan are met and in compliance with agreed coverage for process monitoring, while incorporating gender and protection perspectives in all areas of work. Communicate and train Monitoring Assistants on appropriate methods, frequencies and implementation. 
•    Conduct field visits in the related area maintaining the direct dialogue with beneficiaries and technical support and enhanced communication with field-based M&E staff. Prepare and submit field visit report including and programmatic recommendations and gender observations.
•    Support the capacity building of the monitoring staff, cooperating partners and national government within the specific technical area. Provide guidance for cooperating partners
•    Work and exchange information with internal counterparts to support effective collaboration,
  implementation and monitoring of ongoing project activities
•    Liaise and coordinate with Country Office external relations unit to prepare for delegation field missions to the Bekaa Valley.
•    Lead in preparing and organizing field missions to informal tented settlements (ITS), beneficiary households, WFP contracted shops, validation sites and distribution sites based upon information shared by the Country Office external relations unit taking into consideration the visitors’ security procedures, timing of the visit, location and mission duration, and other protocol as required.
•    Coordinate with the respective units as required, particularly retail, Cash Based Transfers, livelihood and school meal units to ensure adequate site selection and mission coordination.  
•    Select participating households and sites based upon pre-screening interviews and site visits in line with external relations protocol and donor preferences, including securing participant permission for any photos or filming planned to be produced from the visit.  
•    Draft briefing notes, including but not limited to beneficiary profiles and background, types of assistance received, geocoordinates and share with external relations unit in a timely manner.
•    Ensure households and sites are prepared for the mission, including maintaining contact with ITS responsible personnel “Shawish” and other site focal points to facilitate the mission.
•    Accompany the delegation during the field visit, informing them of the mission agenda, providing a briefing of each site on the agenda and facilitate translation as required. 
•    Conduct any required referrals to beneficiaries for other services offered by WFP or other partners, in line with WFP protocols.  
•    Conduct any ad-hoc follow-up actions from the mission and provide feedback to external relations unit in a timely manner as required.  
•    Keep roster of ITS, beneficiary households, WFP contracted shops, validation sites and distribution sites ready for ad-Hoc delegation visits. 
•    Assist the communications unit (when relevant) with selecting visually appropriate locations for photography, and with obtaining consent forms. 
•    Keep accurate and detailed records of delegation missions including locations, sites and participants, in addition to any challenges, successes and recommendations for future visits.  
•    Perform other related duties, as required.  

STANDARD MINIMUM QUALIFICATIONS: 
Education: (refer to Job Profile)    Secondary School Education. A Bachelor degree in International Affairs, Statistics, Economics, Nutrition, Public Health, or other field relevant to international development assistance is a plus.

Experience: (refer to Job Profile)    At least four years of progressively responsible experience in related field.
Language: (use this text)     Fluency in both oral and written communication in English and Arabic. Knowledge of French language is an added advantage.
