WaSH Supervisor Engineer - MADAD

Objective 1: To ensure timely and quality implementation of WaSH construction activities (60%)

1Follow up day to day construction works of the transmission line in collaboration with the consultant and contractor on daily basis to ensure the quality of construction works

2Preparation of weekly work plans according to the implementation plan.

3Ensure the timely implementation of field works as per the predefined schedule

4Monitor the contractors work including the work plans and quality of work if needed.

5Support in ensuring the quality and quantity of material at field according to agreed plans and BoQs.

6Resolve the conflicts on construction site.

7Ensure safety procedures and rules are respected in the field by all workers.

8Issue and sign the work done certificates as per Action Against Hunger design.

9Support in the handover of the WaSH infrastructure to local stakeholders (municipalities, communities, etc.).

Objective 2: Data Collection and Reporting (30%)

1Prepare weekly reports on the progress of construction for the assigned sites.

2Inform and report the anomalies and the challenges carried out during the implementation phase of the program.

3Report possible problems or conflict during the implementation of the activities.

4Collect and record beneficiaries’ technical feedback and complaints at field level.

5Contribute to project and beneficiaries’ data collection and reporting.

6Collect, organize and develop all data, files and documents.

Objective 3: To promote and support the implementation of WaSH interventions in South Lebanon (10%)

1Maintain good communication with local partner organizations and beneficiaries on the field.

2Support in building relationships between Action Against Hunger, district authorities, municipalities and communities.

3Represent Action Against Hunger with different community stakeholders at field level.

4Participate in WaSH needs assessments.

5Suggest new methods and approaches in order to improve the quality of water and sanitation activities in the field.

6Support the identification and design of WaSH proposals in South.

7Identify WaSH support needs of the Vulnerable Lebanese and refugee population and propose the possible intervention in line with Action Against Hunger country strategy.

Objective 4: Security

1Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.

2Communicate to the security managers of the working location any security related information or noncompliance with the security plan

Objective 5: Support humanitarian activities of Action Against Hunger

1Support the emergency interventions of the organization as per the employee’s abilities.

2Support any activity that helps reaching our humanitarian goals, as per the employee’s abilities.

3Support the gender & protection action plan of the mission.

 

Training/ Education:

Degree and/or master’s degree in civil engineering

Technical specific knowledge:

  • Excellent knowledge of water supply systems & construction or other certification in WASH infrastructure.
  • Technical knowledge in implementing and supervising construction and engineering WASH interventions;
  • Significant experience in working in collaboration with local partners, government bodies, INGO’s, consultants and contractors;
  • Excellent knowledge of project cycle management;
  • Ability to identify possible new activities and elaborate proposals for new projects, as well as the ability to report adequately to the managers.

Previous experience:

At least 2 to 3 years’ experience in designing and implementing Water Sanitation & Hygiene System in development and/or humanitarian projects in the NGO/INGO sector.

Humanitarian sector knowledge:

Good knowledge of INGOs and donor agencies procedure, guidelines and intervention in the country.

Action Against Hunger knowledge:

Previous knowledge of Action Against Hunger policies, strategy and previous interventions in the country or Middle-East region as an asset.

Languages:

Native Arabic compulsory, Good level of English

IT and specific systems:

Windows domain, AutoCAD and GIS software.

Compulsory expertise in Excel.

Our Remuneration Package: 

We offer immediate incorporation to a dynamic international network with the following remuneration package:

  • Salary range from USD1,930 to USD 2,294 basic per month according to the candidate’s previous experience (based on the standard list of Action Against Hunger - Spain)
  • Salary progression based on the annual development appraisal
  • LBP 8,000 daily transportation allowance on working days
  • Social security registration and NSSF family allowance if eligible
