MONITORING, EVALUATION, ASSESSMENT, AND LEARNING (MEAL) SUPERVISOR-BEIRUT

 

DESCRIPTION OF THE POSITION

Monitoring and Evaluation Activities

  • Ensure with the Program Manager that the key indicators are monitored
  • Ensure the proper use of SI monitoring tools
  • Train Program Teams in MEAL tools
  • Coordination of enumerator teams, both internal and external
  • Design, conduct and analyse quantitative monitoring exercises:  Survey design, survey coding in ODK, and data interpretation
  • Design, conduct and analyse qualitative monitoring exercises:  interview design, interview execution, transcription, coding, and data interpretation
  • Under the supervision of the MEAL Manager, support research design and data collection for final project evaluations: includes definition of the tools and methodologies, identifying human and logistical resources needed and liaising with the relevant departments, design of research tools

Reporting

  • Under the MEAL Manager, participate in drafting the reports as follows:
    • Participate in data cleaning, compilation and analysis of data.
    • First drafts of M&E reports.
    • Communicate M&E results to Program Managers through debriefings, presentations, and report sharing.
    • Propose recommendations to Solidarités International based on the outcomes of the MEAL activities.
    • Prepare summary presentation and summary sheet of the findings

Accountability

  • Representing SI on the field and with beneficiaries by providing information on services provided by SI or otherwise, referring cases/needs, providing the complaints and referrals hotline, wearing visibility items, and acting in a professional and accountable manner.
  • Report all negative feedback or lack of accountability, protection issues or “Do no Harm” policy breach to his/her line manager.

Internal Communication

  • Participate in programs meetings and provide update on MEAL activities to all SI’s employees.
  • Organize presentations of the findings with program teams.
  • Participate in all trainings that his/her supervisor will see suitable.
  • Support the dissemination of the achieved results, success stories and testimonies at international, national and local level, among partners and stakeholders.

Institutional Knowledge Building

  • Upon request from MEAL Manager, collect internal and external data to produce IKB reports on specific issues.
  • Ensure that all MEAL documents are properly archived and easily accessible.

 

NOTE: THIS ROLE OPERATES IN BEIRUT, TRIPOLI, AND ZAHLE. The candidates must be willing and able to travel on a weekly basis. Estimated minimum time in each location: 50% in Tripoli, 20% in Zahle, and 30% in Beirut. As needed, appropriate accommodation/transportation will be provided according to SI's policy.

 

The present position can be asked to drive SI’s vehicles during working hours.

PROFILE

Required

  • Bachelor’s degree or 2 years’ experience in relevant field;
  • Knowledge on humanitarian system and architecture;
  • Demonstrable experience in research methods, particularly qualitative research;
  • Fluency in Arabic;
  • Professional competency in English;
  • Driving licence valid in Lebanon;
  • Strong inter-personal and communication skills
  • Proficiency in Excel

 

Desired

  • Experience in conducting, coding and analysing interviews and focus group discussions;
  • Understanding of Shelter and WaSH humanitarian sectors;
  • Understanding of Protection humanitarian sector;
  • Knowledge of the Syrian crisis and its impact on Lebanon;
  • Strong all-round IT skills (inc. knowledge of STATA/NVIVO)
  • Competency in open data kit surveying tools.
