Short-Term Internal Audit Expert (107 Days)

AMIDEAST/Lebanon is looking for a short-term Internal Audit Expert to work on an education-related project for a total number of 107 days.

Position Description

The position entitles designing the workplan, developing the training manual, and delivering series of trainings between July 2019 and July 2020. The role covers the below components in depth:

1- Support MEHE in setting up an Internal Audit Unit in compliance with IIA principles and the local internal audit principles applies by the Lebanese public sector.

2- Assure compliance of IA in place with procedures/laws and regulations applied by High Court of Accountancy and Civil service.

3- Review of the existing internal audit like systems/procedures used by MEHE.

4- Design an annual Internal Audit workplan.

5- Develop the Internal Audit Manual and training material.

6- Deliver series of trainings for MEHE internal audit group.

7- Design and Develop relevant IA assessment and evaluation tools.

8- Conduct IA duties across MEHE as requested by the GDE.

Profile and Skills

• Advanced certification in Internal Audit, preferably IIA certification.
• At least 10 years’ experience in the public sector, at least 5 of them in the internal audit.
• Relevant experience in Lebanon, the Middle East or other similar contexts
• Strong experience in preparing manuals, designing and implementing trainings on internal audit.
• Experience of working within Government of Lebanon (or similar) service delivery channels
• Knowledge of Lebanese finance, procurement and financial and internal audit systems would also be advantageous
• Strong communications, leadership and problem solving skills.
• Fluency in English and Arabic is necessary
