MOIM field coordinator for south

  • Serve as the Governor’s Office/MoIM liaison at field level for all LCRP matters.
  • Regularly update the Governor’s Office/MoIM on community support initiates on monthly basis; build information on community support utilizing data collection to identify gaps, assess trends, and recommend interventions at municipal, district and governorate levels
  • Establish and maintain relationships with all stakeholders including ministry representatives (MoSA, MoEW, MoPH), security actors (i.e. ISF, LAF, GSO),  Kaemakams, municipalities, UN agencies and NGOs at the regional level.
  • Guide and support the Governorate and Municipalities in addressing protection and social cohesion and stability issues in their respective areas of operation.
  • Contribute to the process of gathering information on the impact of the refugee crisis on local structures and institutions and feed information into relevant sectors to support the response.
  • Share the above information with the Social Stability sector to support them in the identification and prioritization of community support projects.
  • Liaise with all actors including the Tension Task Force on identifying and tracking inter-community tensions;
  • Undertake networking initiatives to further improve working relationships between the Governors’ Office/MoIM and international and national stakeholders in the area of operation; Capitalise on existing partnerships and establish new ones.
  • Actively participate in and contribute to the monthly Inter-Agency meetings held at the field level.
  • Promote the involvement of Governors and Qaimaqams in humanitarian and development activities where suitable (e.g. contingency planning).
  • Track political developments and their implications on the crisis and the project’s implementation and proivide advice to official actors (MOIM, other ministries, municipalities) for possible action.
  • Support initiatives to plan and implement training and capacity building projects that target local authorities, security authorities and local organizations.
  • Attend all relevant meetings in respect of these ToRs
  • Identify issues for MOIM’s intervention at central level
  • Keep the Office of the Minister of Interior abreast of the developments affecting the area of operation. Lead and coordinate a prompt response with regards to measures affecting the refugees such as evictions and demolitions
  • frequently commuting to the south when needed

A University Degree (Bachelor or equivalent) or a Graduate Degree (Masters or equivalent) in Political Science, Economics, Social Science, Business Administration or related fields.
Excellent written and oral presentation skills.
A minimum of 5 years of experience with a University Degree (or 3 years with a Graduate Degree) in the relevant fields. Prior experience in managing projects is desirable.
Experience with UN agencies, NGOs, and/or Lebanese Public Administration is preferable.
Fluency in written and spoken Arabic and English. Knowledge of French is an asset.
