Partnerships Finance Coordinator

Functional prerequisite:

  • Masters/Bachelor’s degree in Finance, Accounting, Economics or relevant accounting certification.
  • Minimum 5+ years of related professional experience, preferably with an international organization.
  • Comprehensive knowledge of accounting procedures, financial controls and financial information systems.
  • Comprehensive experience in cooperation between programme and finance with a proactive approach to problem solving.
  • Demonstrated experience in partner sub-grant management locally and remotely.
  • Demonstrated experience in organizational and financial capacity building for partners, including working with local civil society organization with weak systems and low staff capacities.
  • Understanding and willingness to work with a partner-based approach.
  • Experience in assessing financial management systems and setting up financial management procedures and policies for organizations or other relevant entities.
  • Experience of supervision and capacity building of finance staff.
  • Experience in managing and reviewing financial reporting from partner organizations/
  • Fluent in English, Arabic both spoken and written.
  • Good knowledge of MS Office programmes, particularly Excel & Word.
  • Knowledge on the civil society sector in Lebanon and the region.
  • Previous experience with Agresso, QuickBooks or any other accounting software.
  • Experience in handling of cash & filing.
  • Knowledge of local partner audit procedures and standard international audit requirements.

Responsibilities:

 

  • Maintain close cooperation with NPA Program and Projects Managers and systematically prepare plans, implement and follow up on NPA grants and financial cycle.
  • Maintain regular contact with NPA partners’ finance staff to identify capacity building needs, assess areas of risk and improvement, and translate finding into proactive initiatives to improve partner capacity.
  • Ensure that partners financial assessments and financial capacity development plans are completed in time according to NPA financial guidelines, and findings translated into action points.
  • Maintain Partner Risk Matrix, Partner Financial Assessment Tool AT Matrix, Partner Financial Status Matrix together with Partnerships Finance Officers and Program/Project Managers and Coordinators.
  • Provide support, advice and mentorship to partners on financial management and finance systems development and ensure compliance with the contracted obligations and NPA and Donors regulations.
  • Review the partners audit reports and ensure that partners’ audits are done as per NPA audit instructions.
  • Follow up on partners’ financial reporting and ensure reports are closed in a timely manner.
  • Complete the finance component of the Partner Capacity Development Strategy for NPA Lebanon with annual collective and individual partner meetings and training events and other initiative to improve capacity of partner and its staff.
  • Conduct regular monitoring visits to partners using the NPA Partner Financial Management Tool and follow up on action plan together with FM and PMs.
  • Assist FM and PMs in developing the modalities and SOPs for transferring of funds to partners according to NPA financial guidelines and local laws.
  • Review and ensure that all requirements are complete before initiating a payment transfer request, and follow up on the cash-flow requirement of partners.
  • Ensure that NPA is translating the Anti-Corruption Policy into practice in the cooperation with local partner organizations by proactive initiatives to prevent malpractice and corruption.
  • Review partner organization budgets & proposals.
  • Reconcile partners’ installments by end of each partnership contact.
  • Assist FM in budgeting and financial report to donors.
  • Supervise a team of finance officers and act as a mentor to them.
  • Perform other duties as assigned by line manager.
