Job Purpose
The purpose of the WASH and Shelter PM role is to provide technical and management oversight for the implementation of Concern’s Shelter and WASH programmes in Akkar and T5 targeting both refugees from Syria and Lebanese Host communities. This includes the rehabilitation of shelter and WASH facilities for sub-standard units and collective shelters, the provision of Shelter kit assistance in Informal Tented Settlements (ITSs), the installation of storm water channels and other small scales WASH projects, site improvements, disaster risk reduction works, fire prevention, solid waste management, hygiene promotion, emergency response, case identification and subsequent referral for service provision. The PM will also provide oversight of the WASH programme in Akkar targeting refugees living in Informal Tented Settlements (ITS), in residential and non-residential settings, including the installation of water tanks, water quality monitoring, site improvement, effluent disposal, latrines and septic tanks installation, grey water systems, solid waste management, hygiene promotion including Menstrual Hygiene Management, vector control, operation and maintenance of water supply and sanitation services, emergency response, case identification and subsequent referral for service provision.
Roles and responsibilities
Programme Planning and Management:
- Provide technical and management oversight and supervision of the WASH and multi-sectorial Shelter programme
- Ensure that programme targets are reached in accordance with agreed programme objectives and as per contracts with donors and in line with the overall programme approach
- Ensure that all resources (technical, financial, HR) are in place to implement the different projects of the WASH and Shelter programme in accordance with the work plans and realistic timeframes and milestones agreed with contractor and donors
- Oversee and carry out assessments of households living in selected neighbourhood, municipality or in informal settlements for the implementation of planned multi-sectorial activities as per agreed proposals.
- Oversee the design of the small scale water supply, sanitation and site improvement works, following international and humanitarian best practice and in line with Concern, donor and local authority policies and guidelines.
- Oversee preparation of technical documents such as tenders and BOQs, and material and equipment purchases and delivery as necessary to ensure that Concerns’ and donors’ policies and procedures are applied and followed.
- Ensure all necessary permits and permission from local authorities and landowners are in place in prior starting works.
- Ensure the preparation of detailed implementation work plans and provide the necessary guidance and support to the team to achieve timely and quality implementation of activities.
- Carry out regular field visits to inspect works and organize regular project review sessions through participatory methodologies involving beneficiaries and other stakeholders in the areas of intervention, with the aim of establishing and/or verifying emerging needs, gaps and priorities, and communicate these to the Programmes Director as part of a continuous programme review and improvement process.
- Participate in stakeholder and context analysis, risk and prevention analysis related to the project.
- Build the capacities of target populations to use and maintain collective site facilities before handing over responsibilities (basic repair, maintenance, waste management, hygiene advices) to collective site residents’ committees.

- Participate in assessments to explore new geographic or programmatic areas of interventions as required.
M&E, Reporting and Promotion
- Manage the implementation of an M&E system to monitor progress and capture impact of projects and to make necessary adjustments to work plans if necessary in a timely manner.
- Ensure that timely and high quality reports are submitted to donors.
- Produce success stories and high quality case studies to communicate the value of Concern Worldwide’s Shelter and WASH work in Lebanon.
Emergency Responses
- Coordinate RNAs and responses in ITSs following new refugee influxes, evictions and/or extreme weather conditions upon alert raised by the RNA Coordinator.
- Ensure the distribution of long-lasting weatherproofing kits (shelter kit) and Non-Food items (NFI) for emergency cases and as part of the one-off weatherproofing assistance in agreement with Shelter activity geo-split.
- Respond to WASH emergencies with installation of emergency latrines, water provision and other key facilities as per the sector standards.
- Monitor case identification within target populations and subsequent referral for service provision (health, education, legal assistance, livelihoods, Shelter, etc.).
- Encourage community mobilization and a positive social behaviour change approach with target populations during household visits.
- Sensitize target populations to key public health risks to prevent the deterioration in hygiene conditions in ITSs and residential/non-residential settings, and reduce social tensions with host community.

- Oversee awareness raising activities at municipality level gathering community members.
- Supervise the Fire Prevention and Preparedness activity in informal settlements including facilitation of training and distribution of fire fight equipment.
Partnerships
- Undertake the capacity building of partner agencies in developing their organisational capacity, including strengthening policies and procedures, in addition to Shelter standards, Core humanitarian standards, Protection against Sexual exploitation and Abuse (PSEA) and accountability to program participants.
- Identify national NGO partners for future collaboration.
Procurement and Budget Management:
- Contribute to the preparation of budgets, funding plans and proposals through analysis of field data and actual costs incurred in activity implementation.
- Prepare procurement plans against approved work plans and ensure timely initiation of procurement requests in line with Concern guidelines and procedures.
- Ensure that Concern and donor policies are followed in the selection of contractors and that the tender decisions are well documented.
- Ensure all contractors’ performance is evaluated and evaluations are formally documented.
- Approve budgeted expenditure in line with Concern’s thresholds and donor financial guidelines, ensuring that requested expenses match approved procurement plans.
- Monitor programme budgets and management accounts, flagging over/under expenditure and recommend corrective measures in a timely manner to ensure relevant activities are being implemented in accordance with agreed budgets and timeframes.
- Meet with Programme Director every month to review the Management Accounts.
- Prepare monthly budget forecasts with reference to the overall programme annual budget forecast and submit to the Country Financial Controller (CFC) on time.
- Ensure proper contracting, field oversight, works certification and payment preparation processes for contractors and other service providers executing works in targeted locations.
- Monitor warehouse material stock and dispatches (including contingency stock) to avoid idle stocking, and ensure deliveries are done & utilized in compliance with Concern procedures.
Human Resources Management:
- Oversee staff under his/her responsibility in the day-to-day management of the implementation of the Shelter and WASH programmes.
- Ensure that all PDRs are prepared by the end of January every year. If necessary, conduct training in conducting PDRs. Monitor and review the performance of staff through Concern’s Performance Development Reviews system (PDR) and hold staff accountable for meeting the performance criteria.
- Lead and manage Project Managers and teams, contributing to their capacity building and career development.
- Ensure provision of on-going on-the-job training and coaching to staff
- Ensure efficient team deployment through a system of up-to-date job descriptions developed in line with Concern organizational structure. Regularly review and recommend staffing structure reviews to the Programmes Director.
- Ensure that all positions of the WASH programme have accurate job descriptions
- Ensure all staff is aware of and comply with Concern’s policies and procedures.
- Ensure that work within the team(s) is planned and organised in a way which will meet the organisation’s needs in the most cost effective manner possible; ensuring that team members are given appropriate workloads and are working efficiently.
- Identify staff training needs and recommend on-job or other capacity building measures in consultation with the Programmes Director, and the HR department.
- Proper planning of staff leaves and absences.
Coordination and Representation:
- Represent Concern Lebanon at local, regional and national level in regards to Shelter and WASH-related meetings with donors, stakeholder and other relevant actors as necessary.
- Ensure consistent representation of Concern staff at Regional and National Working Groups.
- Ensure good coordination of the WASH Programme activities with all relevant stakeholders, including (I) NGOs, UN agencies, donors, NLWE, the municipalities and land owners, to assure that works are implemented as planned and agreed within Concern and with donor.

Person Specifications
Essential:
This position demands a highly organised and dynamic individual with a demonstrated ability to achieve results in a demanding environment.
- Masters in Development Studies, Civil Engineering or any related Engineering field.
- Minimum 3 years of humanitarian experience, with at least two years at management level.
- Thorough technical knowledge of WASH intervention.
- Solid experience with emergency WASH, community mobilization, hygiene promotion, and participatory planning.
- Minimum two years’ experience managing a multi-disciplinary team, including performance appraisals, capacity building, and the identification of training needs.
- Fluent in English.
- Proven ability in report writing, research and documentation.
- Experience in Monitoring and Evaluation techniques and a good grasp of project cycle management.
- Experience in collaboratively working with local authorities, partners, NGOs.
- Thorough understanding of budgetary, HR and procurement processes.
- Strong English language skills.
- Representation experience and very good communication skills
