Consultancy: Communications

1. Background

Multi-purpose cash assistance (MPC) is provided to the most economically vulnerable Syrian refugees by WFP, UNHCR and INGOs to help them meet their basic needs. In 2019, MPC was provided to over 57,000 severely vulnerable Syrian households[1], including 23,000 targeted by the World Food Programme (WFP).

CAMEALEON, a consortium of NGOs[2], is conducting independent monitoring of WFP’s multi-purpose cash (MPC) programme. The mandate of CAMEALEON is to generate evidence and learning in order to make recommendations to improve decision-making, accountability to affected people, programme cost-efficiency and effectiveness of WFP’s MPC programme. CAMEALEON’s work focuses on four main pillars: multi-sector impact analysis, Value for Money (VfM) analysis, evidence generation through research and information sharing for global learning.

2. Purpose

A key component of CAMEALEON’s work, is the delivery of research papers, case studies and pieces of analysis in the form of reports and power points of varying sizes. As the first phase of CAMEALEON comes to a close in the next 6 months, CAMEALEON are seeking support to professionally format and edit some of these outputs. CAMEALEON is looking for a communications consultant to review the pieces produced by CAMEALEON and to create succinct, readable and high-quality reports for public dissemination within the CAMEALEON ‘style’.

3. Deliverables

The deliverable is to produce well-designed, stylish reports that are easy to read and uses the colours of the CAMEALEON logo so that they will be identified as CAMEALEON products. There are 11 documents to be developed over a 3-month period of varying lengths and needs. See list below.

number of workdays are estimates to guide the Communications Consultant. Once the documents are reviewed, amendments may be needed, following review by a Steering Committee. Each document will need a light copy edit and to be designed. Some documents will need the text cut to reduce the number of pages. The final product will be a fully laid out print version, some will also include graphics as indicated.

Results Framework and ToC – 3 infographics on 3 pages to be further stylised, some pre-developed text to be included and a copy edit of the cover note.

Analysis 1 and 2 – 2 to 4 slide power points to be reduced to 1 to 2 page documents summarising the research and findings that includes the infographic.

4. Management arrangements

The CAMEALEON cash specialist will manage the overall process in collaboration with the CAMEALEON Consortium secretariat in Beirut. CAMEALEON will own the final data and report. The consultant is to ensure that all relevant materials are provided to CAMEALEON at the conclusion of the contract.

5. Consultancy period

The consultancy period is estimated to be 12 days over a 6-week period. The dates of the consultancy are from 28 October to 13 December. The first drafts should be completed by 18 November to provide time for a lengthy sign off process.

6. Payment Schedule

Payment of the consultant will be 30% before the project and 70% upon successful completion.

7. Consultant profile

A reputed organization/individual with proven experience in created communications documents. Some of the key requirements are:

• At least 10 years’ experience in the field of humanitarian and development communications with proven examples of project documentation, including writing, editing and production of project reports
• Has excellent English language writing and verbal skills;
• Has experience with and/or deeply understands humanitarian programming;
• Strong skills in delivering high quality communications and documentation resources;
• Solid experience in production of reports from concept, editing, layout to graphic design.
