Legal Action Worldwide (LAW) focuses on providing creative legal assistance in fragile and conflict-affected states.  Legal Action Worldwide (LAW) is a unique non-profit organization which provides creative legal assistance in conflict affected states. LAW works in Africa, South- East Asia and the Middle East and has offices in the UK, the Netherlands and Switzerland. Legal Action Lebanon is supported by Legal Action Worldwide (LAW).

 

Lebanon Programme

Since 2018, a consortium led by Euromed Feminist Initiative has been implementing the project “Strengthening access to protection, participation and services for women refugees, IDPs and host communities”, funded by the EU Regional Trust Fund in Response to the Syrian Crisis – MADAD. The overall objective is to improve the livelihood, agency and legal and social protection for Syrian women refugees, IDPs and host communities in the region, with focus on Lebanon, Iraq (Kurdistan Region) and Jordan. 

In Lebanon the project is implemented by a consortium composed of Euromed Feminist Initiative, Care International in Lebanon, Lebanese Democratic Women Gathering and Legal Action Lebanon, supported by LAW. The objectives are to enhance security and resilience for Syrian women refugees and women from host communities through supporting and coordinating comprehensive and structured services and referral mechanisms, as well as to support national institutions in their work towards more gender sensitive policy frameworks and legislation.

LA Lebanon’s focus is the provision of legal aid, advice, information and representation for survivors of gender-based violence as well as legal assistance in civil documentation. Legal aid services are provided by lawyers and Legal Information Officers (LIOs) operating out of 12 Social Development Centers (SDCs) across Lebanon.  

LA Lebanon is also planning on undertaking strategic litigation in Lebanon in subject matters related to GBV and birth registration.

LA has a strong advocacy focus and support legal and policy reform.

 

BACKGROUND OF THE HEAD OF CONSULTANCY POSITION

 

Legal Action Lebanon is looking for a skilled, dynamic Programme Manager and Legal Expert to implement the EU MADAD project and facilitating the day to day management of the project. The Programme Manager must be able to work individually as well as being able to coordinate and work closely within a team. The Programme Manager will oversee, manage, supervise, implement, undertake quality control of all actions as well as report on, and monitor the activities and coordinate actors and legal work.

Functions/Key Results Expected:

 

The Programme Manager will have the following responsibilities:

 

Programmatic/Legal Expert

  • Overall responsibility for the implementation of the EU MADAD project in Lebanon, in close partnership with the Project’s Consortium Partners;
  • Supervision and capacity building of legal staff; legal consultants and information officers;
  • Provision of high quality oral and written legal advice and legal analysis including amendments to relevant legislation and policy;
  • Attending meetings, developing workplans and maintaining LAW’s relationship with the Consortium members, line Ministry, and other partners;
  • Design and organize trainings, workshops, roundtables and other events for justice actors;
  • Ensure high technical quality of activities and oversee monitoring and evaluation of projects;
  • Ensure that all programme staff are up to date on legal policies, decrees and developments;
  • Liaise and coordinate with the international humanitarian, diplomatic and donor community in Lebanon;
  • Identify strategic partnerships and fundraising opportunities.

 

Administrative

  • Ensure timely and quality narrative reporting to donors and compliance with donor grant requirements;
  • Ensure timely and quality budget and financial reporting in line with the donor and consortium agreements;
  • Overseeing and managing finance, administration staff and programme budget;
  • Any other task relevant to the position as requested by the Head of Office.

 

 

Skills and Qualifications Required:

 

  • Experience in implementing donor funded programmes;
  • Specific knowledge and understanding of working in a consortium;
  • Qualified lawyer with minimum of 5 years practice experience in human rights, criminal, family or refugee law. Experience working with cases of sexual and gender based violence preferred;
  • Excellent understanding of Lebanese legislation, including challenges in legislation affecting women and girls;
  • Excellent written and oral Arabic AND English, research and drafting skills;
  • Project management experience, including experience managing budgets;
  • Proficiency in Microsoft Office Suite and strong technical literacy;
  • Strong communication and interpersonal skills and ability to work on own and take initiative;
  • Ability to meet deadlines;
  • Ability to manage relationships at all levels, possess excellent negotiation skills and will demonstrate excellent communication skills.

 

Please note that the individual must be authorised to work in Lebanon.

 

Duration of the assignment and starting date: It is anticipated that this position will commence on 1 December 2019. This is position is for one year with the possibility of extension.
