UPEL is seeking professional services from an experienced consultant to design develop HR, manual for UPEL
- propose and develop comprehensive HR Policies and Procedures. This will include policies for recruitment and selection, trainings, performance management system, career planning, compensation, disciplinary rules and employee wellbeing etc.
- Detailed analyses and updates of existing job description and existing performance management system.
- Develop key performance Indicators for every specific position.
- Develop a systematic performance appraisal system and schedule of all positions.
- Detailed mechanism for linking the performance with compensation.
- Detailed recruitment planning and execution system.
- A Code of Conduct which highlights the compliance and governance mechanism along with the disciplinary action system within UPEL.

• Demonstrate experience of having undertaken similar assignments
• A Master’s degree in either HRM, Organizational psychology, Business administration or any other relevant social sciences.
• Demonstrated experience in developing HRM Manuals for NGOs
• Knowledge of strategic Human Resource Management and an understanding of organizational theory and practice with regard to NGOs;
• Computer proficiency in standard office applications (Spread sheets, word processing, Internet Explorer);
• Excellent communication Skills.
• Fluency in English.
