M&E Manager/ Syria

Essential Responsabilities and Duties

1- Monitoring

• Develop monitoring plan for each significant project
• Ensure monitoring plan is followed
• Analyse results of the monitoring activities together with project managers, projects coordinator and country director
• Write monitoring reports

2. Evaluation

• Develop ToR for consultants for project evaluations
• Proof read deliverables – provide feedback
• Approve finalized report

3. Assessments

• Develop ToR for consultants for assessments, or
• Proof read deliverables – provide feedback
• Design data gathering interventions
• Write or approve assessment reports

4. Team Management

• Recruit M&E officers according to budget availability
• On-boarding of new team members
• Monitor team performance

 5. Capacity Building & Knowledge sharing

• Mentor & coach individual team members based on needs
• Train local partners in monitoring and implementation
• Monitor implementation of local partners and give or organise capacity building support dependent on gaps
• Support Dorcas IO to develop effective M&E policies and processes.

Scope and Accountability 

• The M&E Manager is leading the M&E team. S/He reports to the country director

Education, Experience, Knowledge and Skills:

• BSc or MSc degree in social sciences, economics, statistics, or related field;
• Minimum of 5 years of experience in humanitarian aid, preferably in an international or large local non-governmental organization (INGO);
• Excellent quantitative and qualitative research, analysis and evaluation skills;
• Excellent command of English in both speech and writing;
• Computer literacy and competency in use of Microsoft Office software.
• Experience with electronic data capture and analysis platforms
• Strong knowledge of SPSS or other statistics software
• Communication skills both verbally and in writing;
• Basic command of Arabic in speech;
• Pro-active and hands-on attitude and ability to improvise; 
• Working with OFDA programs is an added value;
