Background
USAID’s “Quality Instruction towards Access and Basic Education Improvement” (QITABI -2) is a five-year program seeking to improve learning outcomes for all students in public primary schools in Lebanon. Its activity targets an estimated 200,000 girls and boys, including those who are registered in second shifts of public schools.
World Learning has an immediate call for a Beirut-based – Short term Consultancy : “Communication Specialist” for the USAID-funded Quality Instruction Towards Access and Basic Education Improvement (QITABI-2) in Lebanon.

Scope and Responsibilities
The consultant will work with QITABI Senior Communication Officer, Project Management and Technical team as necessary and shall provide strategic advice and guidance as needed
The Consultant shall perform the Services as follows:
Technical support
- Support the development and delivery of WL communication strategy for internal and external communications and outreach
- Support in drafting/review of success stories, CLA best practices, communication and marketing materials and newsletters
- Support in producing public relations materials, edit and layout reports and other promotional material, as necessary
- Support in review and/or edit communications materials relevant to the project inclusive of speeches, press releases, articles, scripts
- Ensure that all products, documents, materials and events comply with the established institutional and intellectual property policies of WL and in accordance with USAID requirements
Develop Center for Educational Research and Development (CERD) Communication strategy
- Planning the development and delivery of CERD communication strategy
- Assess CERD communication processes and monitor and analyze workflow in different CERD Departments
- Ensure strategic direction of various projects implemented at CERD, and make sure that they are incorporated within the overall communication plan
- Train CERD personnel to impart skills and knowledge on communication tools
- Validate and finalize the communication plan of CERD
- Prepare end of assignment report
Required Qualifications:
- Bachelor’s Degree in journalism, communications, public or international relations and/or another related field
- 10 years of work experience in the field of media relations, journalism, editing and communication
- Demonstrated experience in working in the Lebanese public education sector
- Demonstrated experience in working with the public sector
- Outstanding communication, networking and writing skills, including ability to draft/edit texts and to articulate ideas in a clear, concise style to a variety of audiences, as well as facilitation skills
- Demonstrated experience in writing communication strategies with a monitoring feedback and impact on audience
- Professional working knowledge of English and Arabic is required
- Builds strong relationships with internal and external actors
- Demonstrates openness to change and ability to manage complexities
- Advanced computer skills and demonstrated experience in Social Media tools
- Demonstrated ability to work with minimum supervision, be dynamic, proactive and creative
- Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability
