The Lebanese AIDS Network Association (LANA), is a national Lebanese network of Civil Society organisations working in the field of HIV in Lebanon that will take part in the implementation of interventions included in the multi-country programme (Members of the LANA network: SIDC, AJEM, Dar El Amal, Marsa, Oui for La Vie, Skoun, Vivre Positif, LebMASH, Lebanese Aids Society, SALAMA, Al Tajamoh).
LANA’s mission is to unite the efforts of national AIDS associations aiming to reduce the spread of HIV among the general population and the most vulnerable groups in particular in addition to providing a supportive environment free from stigma and discrimination to people affected by and those living with HIV. LANA is already registered under a Lebanese law decree n 2638, however with the changing environment and various challenges facing KPs, and in line with the strategy of the programme to strengthen institutional & technical capacity of civil society, LANA is in need to revisit its mission and vision and develop its strategic document for the upcoming three years with major emphasis on its sustainability.
The purpose of this consultancy is to support LANA's organizational strengthening as well as to improve administrative functions and management/operational structures.
The consultant will perform the following tasks:
- Develop a comprehensive methodology and work plan for a participatory process of the development of the LANA sustainability plan
- Conduct a desk review and stocktaking on LANA previous activities. The consultant will receive and review all relevant documents including background information related to the context of this assignment.
- Analyze challenges, opportunities and constraints affecting the sustainability of the work of the network
- Develop strategic document
- Solicit inputs and interview LANA members and key stakeholders on the strategic directions of the network. The consultant, SIDC and LANA members will facilitate the contact with relevant stakeholders
- Review and update the strategy document in view of the above analysis;
- Facilitate a 2 days meeting with LANA Members and stakeholders and incorporate the inputs in the consultation into the strategy document
- Finalize the strategy document and submit the revised document to the Board of Directors
- The consultant will finalize the sustainability plan, including a logframe and a detailed three years implementation plan to improving administrative functions and management/operational structures and provide general activities for these years. The plan should include jointly developed vision and mission statements, priority programmes and sector sub-strategies, baselines and targets, timelines and resource allocations
- The consultant will ensure that the final strategy is professionally costed and includes a plan for integration
Deliverables:
- Final draft of a 3 year strategy for LANA Network
- An activity report to be delivered 10 days after the activity completion.

Work Relationship
The contractual partner will undertake the work with close collaboration with
- Soins Infirmiers et Developpement Communautaire (SIDC)
- Frontline AIDS MENA
▪ The contractual partner will neither publish nor cause to be published in any form the results of this assignment without prior written consent of the contractor;
▪ The contractual partner will be solely responsible for the professional quality of his/her work and the timely completion of the assignment;
At least five years professional experience in strategic planning, organizational assessment and development plan, experience in shaping change management; with evidence of having undertaken similar assignments;
Experience in research, policy development, management and programming-related work;
Previous experience in the area of Non-Governmental sector;
Must be result-oriented, exhibiting high levels of enthusiasm, tact, diplomacy and integrity;
Excellent analytical, interpersonal, and reporting skills;
High level written and oral communications skills in English;
Experience and understanding of HIV and the Lebanese context;
Ability to work with minimal supervision;
The consultant might apply as an individual or as a consortium.
