Livelihood Manager (Prospective)

Position Summary:

 The Livelihood Project Manager is the technical lead and supervisor of ANERA’s Livelihood project including emergency related projects/programs. He has the responsibility of designing, planning, and implementation of livelihood projects in response of identified needs of targeted children and youth in line with ANERA’s strategic plans. The Livelihood Project Manager is responsible for conducting needs assessments, preparing concepts notes and proposals as required, and ensuring the overall, day-to-day management of the project and its smooth functioning. 

Position Responsibilities and Duties:

  • Plan, monitor and report on skills training and livelihood support project components (Skill Based Training Courses; Apprenticeships; Youth Led Activities) in close coordination with livelihood field coordinators across project sites
  • Ensure follow up with project partners, monitoring of attendance and performance to ensure that activities are delivered according to the expected results and the terms of contracts
  • Support field coordinators in liaising between communities and ANERA office- ensuring the maintenance of good relationships with beneficiaries and local leaders/authorities
  • Build strong relationship with local partners and youth target groups and represent the project before the partners and other stakeholders when required
  • Support field coordinators to identify partners and linkages (private sectors, NGO, and local government partners) to support youth and livelihoods- related interventions.
  • Handle the daily follow up on the project’s activities in the field, and ensure that the technical aspects of the project are running in accordance with the project’s objectives and strategies
  • Ensure smooth implementation, and effective use of the available resources
  • Ensure regular, good quality reporting for internal use on the status of on-going programming
  • Lead in conducting market assessment of the areas of intervention and determining program intervention priorities based on needs and existing resources.
  • Oversee that key funded program activities are achieved per program budget, timeline and donor requirements
  • Assist in the recruitment of qualified livelihoods staff as needed (trainers, and apprenticeship mentors).
  • Assist in developing tracking and monitoring tools to ensure SBTC program implementation is on track and of highest quality.
  • Any other task relevant to the position and agreed upon with program Manager

 

 

Required Qualifications

  • This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment
  • Master degree in relevant field or Bachelor’s degree with commensurate work experience.
  • 10+ years of relevant experience leading/managing/directing large multi-sector humanitarian assistance or development programs (with an emphasis on education  with specific focus on non-educational and/or vocational training)
  • Technical expertise in education is required, including, but not limited to program management and administration; curricula development; training and capacity building; accelerated learning; and education in emergencies.
  • Strong analytical, organizational, and strategic planning skills with an ability to think critically and creatively.
  • Familiarity with refugee communities in Lebanon including Palestinian and Syrian.
  • Have prior managerial experience to lead teams.
  • Excellent communication, negotiation and presentation skills  both written and verbally
  • Previous experience in managing education programs/ projects under emergency.
  • Have NGO background
  • Have previous experience in budget planning, proposal writing, project design and management, staffing, managing relations with partners, M&E and reporting
  • Extensive experience in program management is the top priority

  • Arabic: Full proficiency in spoken and written

  • French is considered an advantage.
