Monitoring, Evaluation and Learning (MEL) Short-Term Technical Assistance Expert

Objective of Position

The MEL Expert will provide data gathering, analysis, and reporting expertise to the project in accordance with Chemonics’ highest standards and USAID regulations.

Specific Duties, Responsibilities, and Accountabilities

  • Collect, review for quality, and input into relevant database/s LED monitoring data
  • Ensure data quality and integrity by conducting, if needed, site visits and spot checks to verify data
  • Design forms, spreadsheets, and databases to facilitate the data collection as needed
  • Compile and analyze project monitoring data to identity project impact and trends
  • Draft, in English, written summaries or analyses of project impact or trends for periodic reports
  • Regularly communicate progress against targets to project staff and affiliate
  • Work with project technical staff to collect relevant data from counterpart institutions, and when necessary, provide technical support to project subcontractors, clients and grantees to help them to develop monitoring, evaluation or reporting skills as necessary
  • Assist in the design, procurement, and/or implementation of surveys to gather information for project indicators and counterpart information
  • Maintain the Project database and enter data into the required USAID mission reporting tools while ensuring accuracy and timeliness of M&E data
  • Regularly update M&E data collection tools and training materials as needed
  • Conduct Data Quality Assessments exercis
  • Place of Assignment

The MEL Expert will be based in LED’s office in Beirut and travel throughout Lebanon as needed.

Reporting

The MEL Expert will report directly to the Director of MEL.

Duration

This assignment should start on November/December 2019 and continue till April 2020 for a maximum of 60 working days.

Qualifications

  • Bachelor’s degree in business, information management, statistics, or other relevant discipline
  • Arabic and English fluency strongly required with professional-level writing in both languages
  • Minimum five years’ experience in monitoring and evaluation international donor projects; experience on private sector focused and USAID-funded projects strongly preferred
  • Demonstrated analytical capacity
  • Proficiency in MS Office required with strong Excel skills
  • Strong organizational, multi-tasking, interpersonal, communications, and teamworking skills
