Main Role
Lead, manage and monitor the LRC Procurement Section. Ensure that the procurement services meet the needs of LRC and LRC donors’ requirements, and that the performance levels achieve the targets set by LRC Senior Management. In addition, ensure the Procurement Section has sufficient skilled resources and facilities to deliver the services effectively and efficiently.
Essential Responsibilities and Duties
Strategic Roles and Responsibilities
- Participate and contribute to the overall LRC strategy planning and implementation process
- Design, develop and ensure proper implementation of procurement plan in alignment with LRC’s and operational departments strategies
- Develop and update an annual procurement budget and ensure proper communication and coordination with the Finance HQ
- Develop, maintain and monitor proper implementation of procurement policies and procedures across HQ and branches
- Provide periodical high level reports to the Undersecretary General – Support regarding overall effectiveness and efficiency of Procurement and related potential issues
Operational Roles and Responsibilities
- Approve the ordering of necessary goods and services
- Devise and use fruitful sourcing strategies
- Examine and test existing contracts
- Track and report key functional metrics to reduce expenses and improve effectiveness
- Collaborate with key persons to ensure clarity of the specifications and expectations of the company
- Perform risk management for supply contracts and agreements
- Foster a culture of long-term saving on procurement costs
- Lead and control and improve the tendering process
- Actively participate in LRC Departmental and PNS program planning, providing technical advice and support on all procurement considerations, including best practice, procedures and systems, and budgetary planning
- Lead and drive initiatives to improve the effectiveness and efficiency of LRC procurement services to ensure they continue to meet the developing needs of LRC, and ensure their timely implementation
- Develop the processes, standards and controls required for all LRC procurement services based on LRC and back donor requirements and in accordance with country and international procurement regulations
- Monitor and audit operations to ensure on-going quality and performance compliance against defined targets and Key Performance Indicators (KPIs)
People Management Roles and Responsibilities
- Provide leadership and direction to subordinates within the Procurement Section towards the achievement of goals and objectives
- Guide, motivate, and evaluate subordinates on their performance, productivity and progress, while identifying training needs of team members and ensure conformity with the standard Performance Management procedures set by the Human Resources Section
- Ensure that team members acquire the required skills and knowledge through appropriate training programs
Function Specific Experience
- Professional work experience at national and international level in procurement (commercial and / or humanitarian) essential
- Varied supply chain / logistics functional background including at least three of: procurement, air/sea operations and import, warehousing, transportation
Industry Related Experience
- Experience in similar volunteer-based organizations or humanitarian organizations is preferred
