Health Manager- ZAHLE

Main Responsibilities:

The Health Manager will be responsible for managing and running the daily activities of Medair clinical and community health activities in the respective field. He/ She is to oversee and manage teams working in the area and coordinate with all stakeholders. The health manager is to work under the direct supervision and guidance of the Health Project Manager.

The main responsibilities and activities may be changed according to the priorities, the organization of work, and the team setup.

 

  1. Project Management:

 

  • Work with the Health Project Manager and other members of the team to develop the health sector strategy in the field through identification of program/sector needs.
  • Oversee and work with the senior health officers and Social development centers (SDC) facilities’ health staff for the implementation of the assigned health activities and ensure that stated goals and objectives are met.
  • Coordinate with the Medair team in the designated area for the implementation and monitoring of the work plans ensuring that activities reflect the commitments Medair made to the donors and the community.
  • Ensure integrated implementation with other sectors, particularly mental health and psychosocial program.
  • Ensure that the facilities have good administrations skills (HR, finance, planning, meetings …).
  • Ensure that the facilities meet the high quality standards by following the Performance Based Funding program.
  • Support the development and management of a quality health information system and work with relevant teams to ensure that all facilities are regularly reporting into this Health Information System or equivalent.
  • Ensure community health program are implemented as planned.
  • Conduct needs assessments, participatory assessments and surveys when needed.
  • Follow up with the senior health officers to ensure that medications are available, medical and nonmedical donations are prepared and no medical stock-outs reported
  • Conduct regular visits to the supported SDCs
  • Conduct regular staff meetings in accordance with central office.
  • Contribute to the development of new health projects and proposals (based on assessed health needs and gaps and linked to the Medair country strategy).

 

  1. Staff Management:

 

  • Line-manage, coach and supervise all assigned health staff
  • Ensure efficient and effective work schedule is in place for the health team in the field according to the agreed work plan.
  • Monitor the team’s performance according to their assigned tasks and provide regular feed back to the Health Program Manager.
  • Perform evaluation of staff under his/her jurisdiction.
  • Assess the training needs of the health staff and clinic/SDC staff and ensure that appropriate training is conducted.

 

  1. Financial Management:

 

  • Work with the Health project manager to develop expenditure and procurement plans to guide implementation of approved grants in the site.
  • Review budget vs. actual expenditure for the field program on a monthly basis.
  • Provide recommendations and interventions to correct any identified deviations (related to compliance, over and under expenditure) that impact budget adherence.
  • Monitor monthly payment provision prepared by the relevant person.
  • Ensure that the correct bonus based on the performance is granted to the SDC staff.
  • Ensure all expenses are according to budget and meet the Medair standards with regards to financial management, including accountability and good governance.
  1. Coordination and Communication:

 

  • In close coordination with the health project manager, develop and maintain appropriate, regular, transparent and supportive communication structures with the assigned health team local partner (MoSA) and other relevant stakeholders (e.g. beneficiaries, community leaders, local and national government officials, UN agencies and other NGOs) with the objective of ensuring good cooperation and partnerships.
  • Provide updates to the Health Project Manager and the team on a regular basis
  • Participate in Medair’s internal meetings and trainings
  • Attend external health meetings, other coordination meetings and working groups as requested by the health project manager, representing Medair and feeding back to the project manager and staff on relevant issues.
  • Conduct coordination meeting and share information with community leaders and field workers
  • Represent Medair during donor visits.
  • Coordinate on a regular basis with the Caza Physician and other MOPH representatives on the regional level.

 

 

  1. Reporting:

 

  • Ensure accurate and timely written reporting from assigned staff according to Medair, donor and other applicable timeframes and formats.
  • Submit timely weekly and monthly reports to health project manager and to other reporting systems (e.g. MoPH, MoSA, and UNHCR)
  • Supervise the health team to ensure regular collection of the data and documentation as per grant and reporting requirements.
  • Provide accurate regular reports, statistics, and documented results and maintain detailed records of the overall health program activities in the field. 
  • Review facility and community level data from the field
  • Contribute to Medair’s monitoring and evaluation activities

 

  1. Logistics

 

  • Work closely with the logistics team to identify procurement and supply issues, support the identification of corrective actions and provide weekly procurement update.
  • Support the logistics activities of health staff, particularly in relation to the purchasing of medicines, supplies and equipment for the assigned health facilities and activities.
  • Liaise, as necessary, with the health and logistic staff to ensure items are procured, transported, stored, managed and accounted for correctly.

 

University studies in health related fields (e.g. Nursing, Social work, Midwife or other similar major required

Experience managing health clinical and community projects and working in humanitarian emergency context

Experience in team management
Experience in budget design and follow-up.
Experience in reporting and proposal writing

Excellent English (oral and written)

knowledge of Microsoft Excel, Word and Outlook, Access & XLS format, Generally Tech Savvy

Experience in training/mentoring personnel

Experience of working in a multi-cultural team

Enthusiastic with a ‘can-do’ attitude

Able to develop and maintain effective relationships with internal and external stakeholders

Diplomatic and discreet

Able to work under pressure and manage personal stress levels and meet regular deadlines

High numeracy skills

Excellent attention to detail

Good inter-personal and conflict resolution skills

Health project management experience. Commitment to best practice and ability to problem solve.

Advanced planning, assessment and analytical skills

Able to take initiative in project planning, organisation and execution

Ability to encourage and motivate others
