GVC is an Italian NGO founded in 1971. Actually is working in 22 countries worldwide. GVC presence in Lebanon dates back to the begin of Syrian Crisis and since then GVC has been implementing emergency and development projects in Bekaa and Akkar, financed by International Donors mainly in WASH sector.
GVC is actually recruiting personnel to cover the position of HR & Admin Manager to support activities in HR & Admin Department
Position Title: HR & Admin Manager
Reporting to: Country Representative
Duty station: Zahle/Beirut with frequent visits to other GVC offices in Lebanon (Ain & Kobayat)
Salary grade & level: Grade 7 Level 2
GENERAL OBJECTIVE OF THE POSITION
Under the supervision of the Country Representative, the HR & Admin Manager is ensuring that all administrative and human resources policies and procedures are applied in accordance with GVC principles. Also, the HR & Admin Manager is responsible for the national staff HR management at country level

Supervising positions: HR & Admin Officer, HR & Admin Supervisor
In direct link with: HR & Admin Officer, HR & Admin Supervisor, Finance Manager, Area Managers & Project Managers
RESPONSIBILITIES & OBJECTIVES
- Coordinate HR practices and priorities across the Country program in order to provide and reinforce the recruitment and ongoing development of a competent and efficient team
- Advise senior management on legal, staff development and performance management issues
- Participate in discussions about structure, organizational development and change initiatives in line with the Organization strategic objectives
- Monitor all Human resource activities in alignment with the HR strategic objectives
- Manage the HR and Admin Personnel in GVC Lebanon Mission
- Compiling HR monthly Sitrep
- Implement GVC recruitment procedures in accordance with Lebanese Labour Law
- Guarantee that all GVC staff are contracted using the correct GVC templates and in accordance with Lebanese Labour Law
- Ensure an introductory presentation and GVC welcome pack for all new staff
- Liaise with the insurance company to ensure coverage and good case management for all GVC staff according to GVC specifications
- Liaise with the auditor on all NSSF related issues
- Liaise with the lawyer on all legal aspects
- Make sure that staff dossiers are complete, confidential and up to date in accordance to the personnel checklist, and that staff are equipped as required by their positions
- Ensure that GVC staff abide to GVC internal regulations and GVC code of conduct & Ethics
- Manage staff evaluations processes with line managers, and collective and individual staff grievances;
- Payroll preparation
- Attend HR coordination meetings in coordination with the line manager
- Participate in drafting policies and procedures
- Manage the team members of the HR & Admin department
- Managing GVC contracts, ensuring their renewals and maintaining organized hard copy files of all contracts according to GVC filing system
- Acting as a mentor for all EUA Volunteers and ensuring their learning and development plans is filled, edited and finalized before the end of their assignment
QUALIFICATION / REQUIREMENTS
Educational Background: Masters in Business and Management, HR Certification or any similar field.
Languages: Fluent in Arabic and English.
Driving license: Yes (Driving since 2 years and more).

- The candidate should also be able to work using Microsoft Office such as Word, Excel and PowerPoint.

- Basic Salary: According to GVC salary grid
