Human Resources Manager

  1. Role Summary:

 

The main objective for the Human Resources Manager position is to oversee HR compliance and strengthen the HR support services (i.e. staff care, recruitment, operational, staff development, and HR compliance) in NRC Lebanon and its areas of operation. The position holder will ensure that NRC Lebanon is well positioned to respond to current and future needs shall demonstrate strong engagement and leadership in all major HR actions while ensuring capacity building of HR teams and line manager across the entire country.

 

Generic Responsibilities:

 

  1. Contribute and be accountable for country development and adherence to NRC’s HR policies, guidance and procedures.
  2. Ensure that country set up adhere to Employment standards, HR policy and other NRC policies
  3. Manage the HR team in all offices whether with a direct line management or technical.
  4. Ensure proper quality control and audit of the country HR function across all offices.
  5. Provide regular reporting and analysis that can be used for further improvement of service delivery.
  6. Instill a general culture of learning in line with NRC's values and leadership/management framework.
  7. Oversee HR related administrative duties and ensure compliance with existing legal and governmental reporting requirements and provide support and guidance to the team.
  8. Ensure safe and standardized filing of personnel documents in all offices
  9. Oversee and be responsible of mainstreaming protection guidelines in the NRC’s related activities as per NRC’s Protection mainstreaming guidelines and ensure that all breaches/concerns reported are properly resolved.

 

Specific Responsibilities:

  • Contribute to the Country Organization’s strategy and the Plan of Action by providing input and initiatives and follow up on completion and roll out.
  • Follow up and oversee the annual strategic plans and initiatives in direct coordination with respective focal points inside and outside the HR team.
  • Follow up on all matters related to national social security, insurance, and NRC Terms of Employment at national level.
  • Ensure accurate payroll administration according to NRC rules and regulations in compliance with the applicable national laws.
  • Lead the annual reviews of NRC’s salary and benefits package by reference to the local market to ensure that NRC’s remuneration remains competitive and within NRC’s standards and guidelines.
  • Ensure that all necessary agreements, permits, and licenses necessary for NRC’s operations are in place, and remain updated on national rules and regulations pertaining to the activities of NRC, including visas and permits for expatriate staff.
  • Follow up on related recruitment activities and take part in the recruitment of senior management and international staff. Review and approve job position requests, job descriptions and make recommendations, ensuring accuracy, consistency, and standardization.
  • Establish a culture of continuous learning opportunities; ensure that staff development needs are consolidated at the country level and that training needs are identified, planned, and carried out during the year.
  • Act as standing member of the disciplinary committee and ensure the measures are administered in an equitable and fair manner and meet all legal and labor regulations and requirements.
  • Determine workforce needs, identify human resource and competency gaps, and devise a development and workforce plan to facilitate nationalizing roles and retaining staff.
  • Maintain a healthy and empowering office environment that encourages open, honest and productive communication; maintain and leverage open communications and partnership on projects and shared goals at country, regional, and global HR levels.

  • NRC Lebanon: Head of Support, Support Managers and Coordinators, Finance Manager, Area Managers, Project Managers, Field HR Staff Country Director, Country Management Group, Staff Representatives
  • Middle East Regional Office: Regional HR Adviser, Regional Head of HR, Regional Head of Support
  • External: NRC’s Legal Adviser or Lawyer, External representatives in universities and relevant institutions

1. Professional Competencies:

 

  • Minimum 3-5 years of experience from working in a senior role within HR preferably in a humanitarian/recovery context
  • Experience from working in complex and volatile contexts
  • Fluency in English and Arabic, both written and spoken
  • Proficient in Microsoft Office applications, mainly Excel, Word, and PowerPoint; experience with Visio is a plus
  • Knowledge of the NGO operations and the dynamics of the humanitarian sector is a plus
  • Strong training and presentation skills
