Civil Society Programme Coordinator

Functional prerequisite:

 

  • Minimum 2-3 years of relevant professional experience in a similar role, preferably with an international organization implementing civil society projects in the MENA region.
  • Bachelor degree in political science, sociology, law, or other relevant disciplines. A Master's degree is a plus.
    Fluent in Arabic and English, both spoken and written.
  • Good understanding of the political context in the Middle East.
  • In-depth knowledge and practical experience in the implementation of civil society projects specifically for Refugee or Host communities..
  • Demonstrated experience in partner sub-grant management, coordinating programme activities among several actors and timely delivery towards programme plans and reporting timeframes.
  • Demonstrated experience in organizational capacity building for partners, including working with local civil society organizations and networks with low capacities and undeveloped institutional structures.
  • Understanding and willingness to work through the partnership and partner-based approach and engage pro-actively in problem solving and in the programme development.
  • Experience in budget development and knowledge of effective financial and budgetary control and grant management.

 

Advantage, but not required:

  • Experience in advocacy work (local, regional, global)
  • Knowledge of human rights mechanisms
  • Experience in networking and cooperating with other like-minded actors
  • Experience in gender mainstreaming, PSEA and/or working in the framework of gender policies
  • Experience in Remote Management of projects
  • Experience of working with vulnerable groups, in particular refugees and returnees.

Purpose 

Under the line management of the Regional Projects Manager, the civil society programme coordinator will supervise the implementation of civil society projects in the MENA region. These projects are managed remotely by NPA’s regional programme’s team based in Beirut and through civil society partner organizations across the different locations of implementation. The incumbent will provide quality technical support to NPA and partners and maintain good relationships with partners and stakeholders. 

 

Responsibilities:

 

  • In close cooperation with NPA Regional Projects Manager, to plan, implement and follow up on NPA MENA regional civil society projects.
  • Ensure quality technical standards are applied across the different civil society projects.
  • Maintain the day-to-day regular contact with NPA partners in order to follow up on programme progress and to identify relevant capacity building needs, financial risks factors and come up with capacity development plan, relevant risk mitigation measures and tailored solutions for the partners.
  • In close cooperation with NPA Regional Projects Manager and partners, plan, implement and follow up on NPA partners’ organizational capacity building plans and on other relevant programme matters.
  • In close cooperation with NPA Regional Projects Manager, ensure that NPA and donor compliance standards are met.
  • Provide support, advice and mentorship to partners and partner staff on organizational development and programme implementation.
  • Support with proposal development and serve as the link with partners
  • Support partners in concept note development, implementation, reporting, and quality control of projects.
  • Review partner reports and offer constructive feedback.
  • Responsible to file properly all programme documentation (physical and electronic) according to guidelines
  • Work closely with NPA’s programme’s team, partnership finance team, MEAL, support teams, and partners to ensure a comprehensive management of projects.
  • Ensure partners have proper PSEA practices and gender mainstreaming measures in place.
  • Other duties as assigned by line manager.
