Community Mobilization Officer

Job Summary

 

The overall objective of this post is to contribute to the improvement of the community mobilization approaches in the WASH sector on a national level. The Community Mobilization Officer shall participate to the review of the existing UNICEF guidelines, inclusion of gender sensitive activities in the community mobilisation approach and develop recommendations for the WASH sector including Training of Trainers of WASH agencies. He/She will develop tools to identify gaps in the WASH sector approach to community mobilization, supervise project activities related to health and hygiene education, review and evaluate the existing tools and methods of intervention, participate in the homogenization of the approach in the WASH sector, develop new topics for WASH partners through community consultation, integrate existing and new topics with protection-related messages and train existing WASH agencies on these topics. He/She will coordinate closely with the WASH team in general, the WASH sector at governorate and national level, as well as counterparts in the relevant Donor/Government Departments (UNICEF/MoEW) and sister agencies operating in the assigned location. The post will require approximately 70%/30% split between field visits and office time respectively. The position will be based in Akkar but requires travel across Lebanon.

 

Duties and Responsibilities include but may not be limited to:

  • Capacity Support for WASH NGOs on Community sensitization and mobilization on hygiene promotion, hygiene promotion techniques, health education, communication skills, leadership skills, KAP survey, etc.
  • Collect existing community mobilization methods and homogenize them by identifying key messages and successful approaches.
  • Integration of existing and new topics with protection messages, such as GBV prevention, gender equality and inclusion of PwD in community consultation.
  • Train WASH actors on the formation of ITS WASH Committees and Children Committees, with gender and disability inclusive membership, and support members on the development of TOR.
  • Create tools to evaluate and identify the most cost-effective and voluntary community mechanism (WASH committees, Community Mobilizers)
  • Identify new subjects related to hygiene promotion to be addressed through community consultation especially women and girls.
  • ToT on the identification, distribution and oversight of WASH-related activities.
  • Assess training needs of the WASH NGOs and develop suitable training plan.
  • Lead activities that address menstrual hygiene and participate to the development of MHM project;
  • Identify needs in terms of WASH, Shelter, Education and Protection needs  and direct them through a safe referrals system;
  • Take part in the Community Mobilization thematic group on a national level.

 

Planning, Coordination and Reporting

  • Prepare detailed monthly activity plans and data for Community Mobilization activities in the area in line with Sector and in consultation with the Team Leader and the Programme Manager, and ensure timely implementation and regular participatory review.
  • Attend and represent the sector at Community Mobilization thematic group specific coordination meetings at area and national level and provide feedback to the Team Leader / Programme Manager.
  • Provide guidance to WASH NGOs on their community mobilisation activities.
  • Prepare weekly updates and monthly progress reports of the work achieved with the WASH NGOs in terms of community mobilisation to the Team Leader bringing out essential outputs and challenges clearly.
  • Perform other relevant duties assigned by the Team Leader and the Programme Manager.
  • Ensure the maintenance of an up to date computer database of all activities and operations in the area.
  • Provide the Team Leader with accurate monthly updates on progress against target of activities.

 

Material Procurements and Distribution

  • On the basis of the activity and procurement plans, initiate requisitions for procurement of WASH materials, tools, IEC materials and equipment in a timely manner.
  • Assist the Social Team Leader and the WASH Programme manager in tracking of budget.
  • Liaise with the store keeper to ensure that an up to date stock inventory is kept for WASH items.
  • Other duties as required by the Social Team Leader and the Programme Manager.

 

Work Ethic

  • Adhere to Concern’s Program Participant Protection Policy (PPPP) and Concern’s Code of Conduct.
  • Support and promote Concern’s Program Participant Protection Policy (PPPP) and Concern Code of Conduct to WASH team and Concern’s other departments, partner organizations and beneficiaries.
  • Support the implementation of the Complaints Response Mechanism (CRM) among staff members, beneficiaries and partners). 

 

 

Skills, Qualifications, Experience and Attitude Required.

  • Degree in Public Health, Environmental Health Science, Nursing or any related technical qualification;
  • Knowledge and experience of minimum 3 years working in WASH;
  • Knowledge and experience in participatory methods for community development and mobilization;
  • Excellent information technology and communication skills, including training and facilitation;
  • Experience in conducting surveys, managing data and statistics.
  • Excellent communication skills in Arabic and English;
  • Strong negotiation and mediation skills and ability to work independently;
  • Diplomacy, assertiveness and cultural sensitiveness;
  • Computer skills – MS Word and MS Excel;
  • Initiative and self-drive.
  • Commitment to humanitarian principles and values.
