The Lebanese Transparency Association is looking for a Legal Expert to review Law#28/2017 on the “Right to Access to Information”. The research document should cover the following aspects:
- Reviewing and Analyzing Law#28/2017 on the “Right to Access to Information”.
- Review the amendment draft of Law#28/2017 on the “Right to Access to Information”.
- Review of the draft implementation decree on Law#28/2017 on the “Right to Access to Information”;
- Identify the current legal gaps, if any, with regard to Law#28/2017 on the “Right to Access to Information”.;
- Develop recommendations leading to increase effective implementation of Law#28/2017 on the “Right to Access to Information”..
The key roles and responsibilities of the position are to provide the following services with strong legal analytic and qualitative skills:
1. Undertake desk-based research and analysis related to Law#28/2017 on the “Right to Access to Information”.
The desk-based research would cover the following areas, but not limited to:
- Law#28/2017 on the “Right to Access to Information”.
- Draft Implementation Decree on Law#28/2017 on the “Right to Access to Information”;
- International Principles of Access to Information.
2. Conduct at least 2 Key Informant Interviews (KIIs);
3. Produce the study including findings and recommendations.
Output/Deliverables
The contract shall commence on January the 22nd, and ends on February 10th. The consultant is expected to deliver the following over the term of the contract to the satisfaction of the executive office.
Output 1: First Draft of the legal review including desk-based review, KIIs, and recommendations by February 5th.
Output 2: Final version of the research paper by February 10th.
Budget
A Maximum of USD 3000. Please note that this amount must cover any taxes that may apply. The suggested price is part of the selection criteria.
Qualifications and Experience
The Candidate will possess strong qualifications and experience to support (technical area) and policy making processes, including:
1- A Bachelor’s degree in Law, Public Policy, Good Governance, Anti-Corruption or other related areas.
2- At least 5 years relevant work experience in the area of law, public policy or equivalent.
3- Strong knowledge in the Lebanese legal context with a focus on Access to Information.
4- Excellent written and communication skills with fluency in Arabic.
5- Proficiency in legal analysis.
6- Proven ability to work independently and to take initiative to progress timely deliverables
Evaluation Criteria
The Call will be evaluated and selected based on the following criteria:
Qualifications of the Research Team/Researcher: 50%
Previous Experience in similar research tasks: 40%
