Agricultural Engineer Consultant (Deir El Ahmar Municipal Union)

JOB SUMMARY
He /she should provide support to the implementation of operations and management of the agriculture service center providing technical training to improve farmers and cooperative management skills. He / she should ensure that the projects are delivered on time, and in accordance to the budget and to the required quality standard (within agreed specifications). He/she ensures the projects are effectively resourced and manages relationships with a wide range of farmers (including all projects stakeholders). 

TASKS AND RESPONSIBILITIES

The consultant will work on one project in Deir El Ahmar region which consists of municipal union of eight municipalities under USAID BALADI Program.

 The consultant will be responsible for the following:

  • Conduct meetings with the mayor and union members to understand the situation and needs of agriculture in general in Deir El Ahmar area. (1 day)
  • Conduct meetings with the head of the agricultural cooperatives and local community farmers of the area to understand their farming techniques and conduct field visits to the agricultural lands. (1 day)
  • Develop in coordination with the union the management and operations mechanism plan of the agriculture service center that includes financial planning, cost analysis, management control and recommendations. (4 days) 
  • Assist the union in developing scope of work of employees and workers of the agriculture service center.
  • On the job training of staff and hired workers on the operations of the agriculture service center. (2 Days)
  • Plan workshops, information meetings, and awareness-raising to farmer cooperatives and individual farmers regarding the center. (4 days)
  • JOB TERMS

    Short-term Technical Consultant basis (8 hours/day)

     

     

  • EXPERIENCE REQUIRED

  • Masters or Bachelor Degree in Agricultural Engineering, or Electromechanical & General Maintenance Engineer.
  • Experience providing training to farmers.
  • Special experience in the agriculture of growing of apples, cherries and grapes.
  • At least 10 years of similar experience in relevant field is desirable.
  • Prior similar responsibility under Donor programs is desirable.
  • Have previous experience in Lebanon and previous similar responsibilities in implementing similar context projects and activities.

  • Ability to plan, organize, prioritize, coordinate, multi-task, meet deadlines and work with attention to detail
  • Project planning, organizing and management techniques
  • Ability to successfully initiate and maintain positive relationships with communities and NGOs
  • Strong interpersonal skills and ability to deal effectively in team environment
  • Excellent knowledge of English and Arabic; French is a plus
  • Excellent reporting, communication and interpersonal skills
  • Good computer applications skills
