Supply and Installation of irrigation networks for hill lakes in Mount Lebanon and Nabatieh - Proc. Ref.: W1/2020

1. The Ministry of Agriculture (MoA) has received a grant from the International Fund for Agricultural Development (IFAD) towards the cost of Climate Smart Agriculture: Enhancing Adaptive Capacity of the Rural Communities in Lebanon (AgriCAL) and intends to apply part of the funds to cover eligible payments under separate Contracts for:

- Supply and Installation of irrigation network for Beit Lif hill lake

- Supply and installation of irrigation network for Deir El Mokhaless hill lake

- Supply and installation of irrigation network for Kfarchouba hill lake

- Supply and installation of irrigation network for Qornayel hill lake

2. The Project Coordination Unit (PCU) invites sealed bids from interested and qualified bidders for the implementation of abovementioned works under separate Contracts:

- Supply and Installation of irrigation network for Beit Lif hill lake (Lot 1)

- Supply and installation of irrigation network for Deir El Mokhaless hill lake (Lot 2)

- Supply and installation of irrigation network for Kfarchouba hill lake (Lot 3)

- Supply and installation of irrigation network for Qornayel hill lake (Lot 4)

Duration of Works: two (2) months for each Lot.

3. Interested eligible Bidders may obtain detailed information and inspect the Bidding Documents at the address mentioned below, from Monday to Thursday 8:00 – 15:00 p.m. and Friday 8:00 – 12:00 a.m. (noon) at Beirut local time before Monday 6th of April 2020 at    11:00 a.m. (Beirut local time).

A pre-bid meeting will be organized on Tuesday 10th of March 2020 at 11:00 a.m. (Beirut local time). Interested bidders should contact Ms. Amal Deghaili, AgriCAL Procurement Officer to confirm their presence before Monday 9th of March 2020 at 10:00 a.m. (Beirut local time). 5. Minimum qualification requirements include:

a) Average annual financial amount of construction works performed for the last five years for the respective Lot(s) makes:

- Lot 1 (Supply and Installation of irrigation network for Beit Lif hill lake): US$ 200,000 at least.

- Lot 2 (Supply and installation of irrigation network for Deir El Mokhaless hill lake):         US$ 300,000 at least.

- Lot 3 (Supply and Installation of irrigation network for Kfarchouba hill lake):                       US$ 375,000 at least.

- Lot 4 (Supply and installation of irrigation network for Qornayel hill lake): US$ 150,000 at least.

 b) Experience in the successful construction of at least two (2) works of a nature and complexity similar to the Works required over the past five (5) years irrespective of lots awarded.

6. Bids must be delivered to the address below at or before Monday 6th of April 2020 at 11:00 a.m. Beirut local time. Electronic bidding shall not be permitted. Late bids will be rejected and returned to the Bidders unopened. Bids will be opened physically in the presence of the bidders’ representatives who choose to attend in person at the address below at Monday 6th of April 2020 at 11:15 a.m. (Beirut local time).

7. Bidding will be conducted through the National Competitive Bidding (NCB) procedures method set out in IFAD’ Project Procurement Guidelines and Handbook – September 2010. Bidding is open to all bidders from Eligible Source Countries as defined in the Bidding Documents.

8. All bids shall be accompanied by a Bid Security of:

- Lot 1 (Supply and Installation of irrigation network for Beit Lif hill lake): US$ 1,750 (One Thousand Seven Hundred and Fifty United States Dollars) or its equivalent in Lebanese pounds.

- Lot 2 (Supply and installation of irrigation network for Deir El Mokhaless hill lake):        US$ 2,500 (Two Thousand and Five Hundred United States Dollars) or its equivalent in Lebanese pounds.

- Lot 3 (Supply and installation of irrigation network for Kfarchouba hill lake): US$ 3,300 (Three Thousand and Three Hundred United States Dollars) or its equivalent in Lebanese pounds.

- Lot 4 (Supply and installation of irrigation network for Qornayel hill lake): US$ 1,500 (One Thousand and Five Hundred United States Dollars) or its equivalent in Lebanese pounds.
