 Organizational Setting

The upper Litani basin falls within the Governorate of Bekaa. The deteriorating quality of the waters in the Litani River and Lake Qaraoun and the continuous uncontrolled discharge of pollutants necessitate the adoption of proper remedial measures to protect this watercourse and ensure its sustainable utilization.

Previous pollution assessments have shown that domestic wastewater is the largest water pollutant in the upper Litani basin and in Lake Qaraoun. The disposal of municipal solid waste also is a problem, for apart from the new landfill in Zahle, improperly constructed dumps leach pollutants into the watershed and aquifers. Industrial solid wastes are disposed into landfills, incinerated, or recycled, while liquid wastes are disposed into closed valleys, or/ and directly to the Litani River or its tributaries. Intensive agricultural activities in the upper Litani basin also contribute to water quality degradation. The runoff from agriculture contributes to poor water quality, as farmers do not use good agricultural practices for preserving natural resources in soil or irrigation water management, pest and crop management, often-overusing agrochemical applications. Studies also show high levels of nitrates in the water, in particular, correlating to the period when farmers apply chemicals to their fields.
