Contract name: Rehabilitation of Abdeh Nursery for the Ministry of Agriculture – Proc. Ref.: W7/2019

1. The Republic of Lebanon represented by The Ministry of Agriculture (MoA) has received a grant from the International Fund for Agricultural Development (IFAD) towards the cost of the Climate Smart Agriculture: Enhancing Adaptive Capacity of the Rural Communities in Lebanon (AgriCAL) Project and intends to apply part of the funds to cover eligible payments under the Contract for: Rehabilitation of Abdeh Nursery for the Ministry of Agriculture (Proc. Ref.: W7/2019).

2. The Project Coordination Unit (PCU) invites sealed bids from interested and qualified bidders for the implementation of abovementioned civil works under the Contract: Rehabilitation of Abdeh Nursery for the Ministry of Agriculture.

Duration of Works: Three (3) months after beginning of the assignment.

3. Interested eligible Bidders may obtain detailed information and inspect the Bidding Documents by the address mentioned below, from Monday to Thursday 8:00 – 15:00 and Friday 8:00 – 12:00 Beirut local time

4. Interested Bidders may obtain the Bidding Documents in English by the Address mentioned below, no later than Thursday 23rd of April 2020 at 11:00 a.m. Beirut local time. Late bids will be rejected.

A site inspection and a pre-bid meeting will be organized together on Thursday 12th of March 2020 at 11:00 Beirut local time. Interested bidders should contact Mr. Elias El Namroud, AgriCAL Procurement Officer to confirm their presence before Tuesday 10th of March 2020 at 10:00 a.m. Beirut local time. The pre-bid meeting will take place on site during the site visit at the below address:

5. Minimum qualification requirements include:

a) Average annual financial amount of construction works performed for the last five (5) years makes: at least US$ 300,000;

b) Experience as prime contractor in the construction of at least 2 works contracts of a nature and complexity similar to the Works over the period of five (5) years;

6. Bids must be delivered to the address below at or before Thursday 23rd of April 2020 at 11:00 a.m. Beirut local time. Electronic bidding shall not be permitted. Late bids will be rejected and returned to the Bidders unopened. Bids will be opened physically in the presence of the bidders’ representatives who choose to attend in person at the address below on Thursday 23rd of April 2020 at 11:15 Beirut local time.

7. Bidding will be conducted through the National Competitive Bidding (NCB) procedures method set out in IFAD’ Project Procurement Guidelines and Handbook – September 2010. Bidding is open to all bidders from Eligible Source Countries as defined in the Bidding Documents.

8. All bids shall be accompanied by a Bid Security of: US$ 3,000 (Three Thousand US Dollars) or equivalent amount in Lebanese Liras based on the official exchange rate from the Central Bank of Lebanon.
