Child Rights Governance Officer - Beirut

ROLE PURPOSE: 

To promote the Rights of the Child in accordance with the United Nations Convention on the Rights of the Child through co-operation with local organizations, institutions, authorities and international organizations.

As a member of the Child Rights Governance Team, the Child Rights Governance (CRG) Officer will oversee the implementation of the CRG programme under the supervision of the CRG Coordinator. This should be done according to the guidelines of Save the Children International which aims to strengthen the civil society in which children are perceived as social players and human beings in their own right.

 

SCOPE OF ROLE:

Reports to: Child Rights Governance Coordinator

Staff directly reporting to this post: None, although this staff will be a focal point between the programme and implementing partners and communities.

 

CHILD SAFEGUARDING:

Level 3 - the responsibilities of the post may require the post holder to have regular contact with or access to children or young people.

 

KEY AREAS OF ACCOUNTABILITY:

The CRG officer is, together with the CRG Coordinator, responsible for the proper implementation of the CRG Program and projects targeting civil society organizations in Lebanon.  This includes budget as well as programmatic implementation and monitoring according to SCI standards.

Programme Implementation Support

- Finalize operational work plans; understand clear targets and activity plans per project and activities.

- Liaise on a daily basis with partners, Save the Children CRG Coordinator and area manager to guarantee the smooth operation of the programme.

- Actively take part in developing projects’ plan and follow up on implementation.

- Follow up and monitor partners based on contractual agreements made with SCI through conducting field visits and attending project activities.

- Work directly in the field with partners when having activities with children, families and other stakeholders of the project location he/ she is allocated to.

- Assist in the organization and implementation of project activities with children, youth, parents and communities.

- Organize and contribute to program activities / events / workshops/ trainings directly implemented by SCI or partners (invitees, resource persons, coordination with logistics, etc.

- Present weekly reports about field visits and updated work plans.

- Inform the direct supervisor about any difficulty met in the activities implementation.

- Follow up with consultants on program specific components/activities when needed. 

- Contribute to advocacy and communication work.

- Contribute to the institutional memory and the experience-sharing by reporting and feedback, innovating initiatives and by networking with other colleagues.

- Ensure that documents such as project memos, descriptions and agreements are developed and kept according to approved formats and SCI standard filing systems.

- Support and stimulate teamwork within SCI’ Lebanon offices.

- Be open for collaboration in a constructive way without compromising the values and mandate of Save the Children Int.

- Carry out additional tasks upon decision by the Country Director within the limits of the character of the post.

Monitoring and Evaluation

- Participate in CRG-specific monitoring and evaluating project activities in centres for children.

- Produce timely reports for internal use on the on-going activities of the project.

- Ensure that data is collected on a weekly and monthly basis.

- Regularly visit project sites to ensure that implementing partners are appropriately supported.

Child Protection

- Ensure a strict adherence to the principles of Child Protection at all times, including respect for confidentiality and child centred approach, acts in the best interests of the child. 

 

QUALIFICATIONS AND EXPERIENCE:

- At least 3 years’ experience in social and field work

- Bachelor Degree in law, political science, international affairs,  social work, education, human rights or development studies

- Knowledge of the Human Rights and the Child Rights Convention

- Experience in advocacy and research

- Have worked previously with children on child rights awareness

- Capacity to combine field and office work.Being able to travel and stay out on the field if needed

- Strength in interpersonal relationships and communication skills

- Fluency in written and spoken Arabic, and English (French is a plus)

- A demonstrated understanding of national development issues in particular in relation to children

- Ability and willingness to change work practices and hours, and work with incoming teams in the event of major emergencies

- Commitment  to  and  understanding  of  Save  the  Children’s  aims,  values  and principles  including rights-based approaches
