Cash Response Officer

The Cash Field Officer will work directly with refugee communities and direct beneficiaries. The Cash field officer will work in close relationship with other field officers and departments, the monitoring and evaluation officer and Emergency response Advisor to ensure good quality of works. The Cash Field Officer will be responsible to identify needs and determine when a cash response will be the most appropriate. He/She will ensure to conduct a protection risk analysis related to cash intervention and ensure respect of do no harm.

Key activities in your role will include

Objective 1: Planning and Delivery of cash assistance under the Protection Response Plans and CACHE (50%)

S/He will support the identification of multi-sectorial needs and coordinate with other colleagues to determine the eligibility for cash assistance

S/he will tailor and define the method of response for individuals, households, and communities specific and contextual needs.

Conduct Assessments on Cash Based Interventions

Conduct key informant interviews and focus groups discussions upon request

Participate in other assessments upon request

Conduct adequate Risk assessment for each cash response

Coordinate with other departments within and outside of ACF for transfer of cash through the most appropriate modality (Liban Post, Kache, bank transfer, Cash in envelop…)

Objective 2: Response to Emergency and Acute Unmet Needs (30%)

S/he will ensure the delivery of identified services and programming under the different response modalities (Emergency, Acute Unmet Needs, and Protection Response Plans) to the highest quality and standard

S/he will conduct multi-sectoral needs assessment to identify needs and plan for a multi-sectoral integrated response under cash

S/he will ensure Action Against Hunger cash response is aligned with technical humanitarian standards and coordinated with other departments and organizations

Objective 3: Reporting activities to enhance communication and coordination within the team and department  (20%)

Ensure timely upload of project information (assessment, responses, referrals) on the relevant project management tools and platforms

Coordinate with MEAL department to ensure Post distribution monitoring is conducted for every cash assistance

Support in analyzing the effectiveness of cash assistance and develop lessons learnt for existing and future programs

Report the progress of the work to the emergency response manager

Report weekly activity

Coordinate with MEAL department to ensure post distribution monitoring is conducted for every cash assistance and support in the analysis of the findings to review programme strategy and improve ACF in-kind and cash response

Objective 4: Security

Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.

Communicate to the security managers of the working location any security related information or noncompliance with the security plan

Objective 5: Support humanitarian activities of Action Against Hunger

Support the emergency interventions of the organization as per the employee’s abilities.

Support any activity that helps reaching our humanitarian goals, as per the employee’s abilities.

Promote protection and gender mainstreaming in all activities

 

Do you meet the profile required criteria?

Training/ Education:

Bachelor Degree Field of education: Bachelors in humanitarian action /social work/ or social studies

Technical specific knowledge:

Humanitarian/emergency response, cash based interventions, Protection

 

Previous experience:

At least 3 year experience in humanitarian action.

Humanitarian sector knowledge:

 

Good team worker, good listener, high communication skills, good animator and facilitator.

Action Against the Hunger knowledge:

Mandate, Programs

Languages:

Working language in English written and speaking.

Arabic

IT and specific systems:

 

Good command of MS Office, compulsory expertise in Excel.
