Project officer

ACTED is implementing a project in the North, Beirut, Mount Lebanon and the South designed to strengthen local institutions’ and civil society organizations’ ability to provide effective basic health and psycho-social services to marginalized and vulnerable populations in communities most affected by the Syrian crisis. The project is funded by AFD and its back donor EU MADAD. Ten Social Development Centers and Civil Society Organizations are currently undergoing administrative, managerial and technical trainings. Part of these trainings are designed to support the SDCs and CSOs to manage their institutions strategically by planning, implementing, and controlling organizational directions and strategies to address the evolving challenges and opportunities more proactively for organizational growth and for better service delivery; mobilize effectively people and resources to plan and implement their services and programs; design effective systems, processes and methods for managing resources, services, and programs for improving organizational performance; ensure competent and committed workforce for enhanced human resource performance in the organization. In parallel, the social workers and frontliners of these organizations are receiving trainings on basic competencies for mental health and psychosocial support with a focus on the identification, assessment and referral of five severe mental health conditions (Depression, Self-Harm/Suicide, Psychosis, Developmental Disorders and Alcohol and Substance Use Disorders) and self-care. Following the end of the trainings, the partnering Social Development Centers and Civil Society Organizations have received funding to implement community-based initiatives to improve the access of vulnerable populations to basic health and mental health services

Functions

Monitoring of the sub-grants:

  • Conduct capacity assessment in each institution and consolidate results
  • Work with the SDCs and CSOs to implement their capacity building plan
  • Work with the SDCs and CSOs to monitor their project achievements (targets and objectives)
  • Conduct monitoring activities (spot checks, focus group discussions...)
  • Provide timely quality control on the processes put into place, in liaison with other ACTED support departments.

Reporting:

  • Prepare monthly monitoring checklist detailing the review progress for each participating institution, and any challenges faced
  • Conduct weekly field visits
  • Submit field visit monitoring tool
  • Ensure that the reporting guidelines, formats, and deadlines for each institution are respected

 

Qualifications:

  • Degree in public administration, finance, law, public policy, psychology or social sciences will be an asset.
  • Fluency in Arabic is required; English skills required.
  • Previous experience in institutional capacity building is a plus.
  • Must be creative, independent, and highly motivated.
  • Proven experience in dealing with local stakeholders, notable Social Development Centers.
  • Excellent communication skills, both oral and written, including a good track record of report writing
