Project Summary:
Building Alliances for Local Advancement, Development and Investment – Capacity Building (BALADI CAP) is a 7+ year, USAID-funded program which aims to build the capacity of selected civil society organizations (CSOs) to manage and implement grants, foster increased citizen engagement with policy-makers and parliamentary committees, as well as support the continued development of 3 issue-based CSO advocacy networks and targeted advocacy initiatives on selected priority topics, in collaboration and partnership with selected local partners and governmental entities. BALADI CAP will also support selected Faith Based Organizations (FBOs) to provide improved services for vulnerable populations in their communities.

Position Summary:
The Distance Learning Specialist will be in charge of designing, developing, and evaluating online training methods and tools. The specialist will aim to accelerate the digital learning transformation and building differentiated learning infrastructure. The selected specialist will be responsible to provide technical assistance to allow staff and partners become more familiar with the best ways for remote learning.
Responsibilities:
Recommend and research software, content creation, and interactive media for distance learning.
Create and maintain databases to track participants, feedback, and technical issues.
Coordinate and maintain e-learning offering technical infrastructure.
Perform training needs analysis to determine the full scope of the online training requirements.
Determine framework (method of delivery, activities, content, evaluation method) of distance learning solutions to ensure the learning objectives are met.
Collaborate with stakeholders and to develop learning solutions that align project needs with training objectives.
Convey technical processes in simple terms to non-technical individuals.
Oversee performance management across the distance learning approach to set target goals, track performance and use data to drive continuous improvement of learning offerings for trainers and partners.
Support staff and partners that have software related questions or issues in the distance learning mechanisms.
Qualifications:
The specialist must have an appropriate mix of experience and expertise with respect to development distance learning systems. Specifically, the specialist should have (not limited to):
Technical certifications or coursework related to distance learning/ eLearning administration.
A minimum of three (3) years of experience with distance learning/ eLearning administration.
Process driven, with the ability to recommend and implement changes for process improvement.
Strong experience in setting up systems that will be used for distance learning.
Full proficiency in spoken and written English and Arabic.
