Job responsibilities include:
- Develop and review procurement documents related to NRW reduction works. Assist in bid evaluation reviewing for technical accuracy, completeness and the proper mitigation of risks.
- Review data on water system assets, district metering areas, regional water establishment customers, and supply regimes, etc. Provide input and analysis as appropriate
- Review and provide input on assessments, feasibility reports, and designs of NRW reduction activities. Evaluate, prioritize, and select activities for NRW implementation
- Review SOPs, provide input and enforce tasks necessary to effectively monitor the quality of work.
- Develop and enforce the strategy for effective execution and monitoring of NRW reduction measures.
- Work with the Regional Water Establishments and subcontractors/consultants/STTAs and liaise with public and private sector stakeholders to develop NRW reduction strategies.
- Develop a capacity building program for the Regional Water Establishments to improve water service.
Minimum Requirements:
Ten (10) years engineering experience in water infrastructure projects and/or water supply projects and five (5) years of experience in hydraulic modeling, field calibration, DMA formation, and NRW reduction.
Supervisory experience managing staff, contractors, and consultants.
Experience on USAID or other international donor-funded projects in Lebanon strongly preferred.
Experienced in providing institutional strengthening and capacity building support for sustainable water supply services and expertise optimizing water plants operation and maintenance.
Knowledgeable in telemetry and water flow measurements and associated calculations and experienced in the use of GIS or ArcGIS software and familiar with setting up information management systems for villages/town cities comprising SCADA and upgraded custom service centers.
