Regional Water Establishment (RWE) Senior Advisor

Position Description

RWE Senior Advisor will supervise four (4) RWE coordinators (one per water establishment) and will provide strategic and technical advice to the WSC Chief of Party (COP) and Deputy Chief of Parties (DCOPs) on matters involving the planning and engagement with the water establishments. Will assist in the identification of critical gaps and needs of the RWEs and as well, to identify where a particular RWE may be taking innovative and creative approaches in meeting demands of their RWE and in better managing their water and wastewater assets. The Advisor will assist the project’s senior managers in: analyzing, prioritizing, organizing and planning activities to support non-revenue water loss reduction; improvement of utility asset management and improving operation and maintenance functions including cost reduction activities; planning and conducting capacity building, institutional strengthening,  community engagement, and improved revenue collection. Will work closely with the COP in providing liaison and communications with the RWEs, MoEW, MoE, MoI, LRA, and CDR. This will be a full-time position based in Beirut, Lebanon and will report to the COP.

Qualifications

• At least fifteen (15) years of demonstrated experience in the successful implementation of water and or wastewater related programs and/or activities in Lebanon development activities
• At least eight (8) years of demonstrated experience in leadership and senior program management, strategic planning, and communicating with senior officials
• Experience in engaging and communicating with the MoEW, MoE, MoI, LRA, and CDR.
• Direct experience working the water and wastewater infrastructure, economic growth, and water conservation sectors in Lebanon.
• Demonstrated ability to establish and sustain interpersonal and professional relationships with donors, civil society organizations, private sector players, and host country government counterparts; and
