Institutional Strengthening and Capacity Building Manager

Position Description

The Institutional Strengthening and Capacity Building Manager will work with the Deputy Chief of Party- Programs (DCOP) to design a package of technical assistance, training, and capacity-building and institutional strengthening that will enable the four Lebanese RWEs to meet operational, commercial and customer service goals and increase their ability to operate in an autonomous, efficient, and sustainable manner. The Manager will lead the implementation of the interventions with the support of international and local consultants. The Manager will additionally work with the DCOP to identify and implement targeted improvements in the enabling environment for the RWEs. The Manager will work with other WSC staff to identify ways in which the RWEs can support expanded or improved access to water and sanitation services, including through regulation and development of capacity and institutional strengths. The Manager will identify sources of capacity-building expertise, including peer-to-peer exchange, twinning, and mentoring and will also coordinate and collaborative with other donors to avoid redundancy of effort and to cover RWE need gaps.

Qualifications

  • At least ten (10)) years of progressively responsible experience in managing or improving the performance and capacity of water and or wastewater utilities and other sector agencies
  • Experience with USAID, or other donor-funded projects preferred
  • Excellent proven interpersonal and team building skills
  • Experience designing and implementing technical assistance and capacity building activities to improve and sustain service delivery, operation and maintenance, management and oversight of the RWEs
  • Develop standard operating procedures and capacity to support efficient operations and maintenance of water and wastewater infrastructures and to strengthen the implementation of RWE performance monitoring and accountability processes and systems
