1. Project Background
USAID’s $80 million Community Support Program (2018 – 2025) is designed to provide a broad range of support to underserved and vulnerable communities to improve the delivery of essential services and enhance economic opportunities, primarily in Lebanon’s North, South, and Beqaa regions. Under CSP’s wastewater management component, the program is partnering with regional water establishments (RWEs), communities, and other key stakeholders to implement infrastructure interventions that sustainably improve wastewater management in Lebanon.
The wastewater construction supervisor will oversee the implementation of wastewater infrastructure projects. S/he will ensure that all construction and/or rehabilitation activities comply with CSP’s construction quality control plan (CQCP) and meet relevant U.S. and Lebanese engineering standards and environmental regulations. S/he will also work directly with the construction design and supervision subcontractors and construction subcontractors to ensure that all projects are implemented according to the design criteria, plans, and specifications.
3. Specific Duties and Responsibilities
The wastewater construction supervisor will:
- Oversee the construction of CSP’s wastewater infrastructure activities
- Verify that the work conforms strictly with the activities’ approved plans and specifications
- Ensure that construction subcontractors adhere to established work plans, including the technical requirements laid out in CSP’s CQCP
- Verify that the construction subcontractor’s required deliverables are submitted on time according to the agreed-upon schedules, and that all submittals are reviewed by the quality control manager within the specified time constraints
- Verify that only approved materials are used in construction in accordance with plans and specifications
- Follow up with the quality control manager on the inspection, testing, and acceptance of new equipment and materials
- Maintain records for all site documents, forms, reports, shop drawings, tests, submittals, etc.
- Endorse all certificates, invoices, and any other supporting documents issued by the construction subcontractor and reviewed by the quality control manager prior to their submission
- Ensure the implementation of the health and safety regulations for the project, and enforce the requirements laid out in the CQCP as well as healthy, safety, and environment measures
- Ensure that all activities are being executed in accordance with environmental compliance standards and that all environmental mitigation measures are being implemented according to the standards of USAID and the Lebanese Ministry of Environment
- Maintain a photographic record of construction activities, capturing progress throughout the construction project
- Liaise with the wastewater management program coordinator and CSP’s document controller on all construction site documents
- Undertake other duties as assigned
4. Qualifications
- Bachelor’s degree in engineering required; advanced degree in a relevant academic discipline preferred
- Minimum of 5 ‒ 7 years of experience in infrastructure construction, including water and/or wastewater projects
- Demonstrated experience in construction management
- Must have knowledge of and experience with Microsoft Word and Excel, with AutoCAD experience preferred, and have a proved record of grasping new technology quickly
- Ability to work in a professional and cordial manner with fellow project staff members, visitors, and the general public
- Demonstrated ability to work collaboratively across diverse sets of stakeholders
- Experience working in the Litani River Basin, as well as the North, South, and Beqaa regions of Lebanon preferred
- Fluency in spoken and written Arabic and English required
5. Location of the Assignment
The wastewater construction supervisor will report to CSP’s main office in Sin el Fil and will be expected to travel to construction sites in the North, South, and Beqaa Valley.
6. Reporting
The wastewater construction supervisor will report directly to the wastewater infrastructure manager, or the equivalent.
