Junior Competence Based Training (CBT) Officer _ General - ProVTE

Junior Competence Based Training (CBT) officer to the EU funded project: Technical Assistance for More Practice Oriented VTE in Lebanon (ProVTE) A. Required Qualifications, Competencies and Knowledge Formal Education  University degree preferably in a technical subject or a BT in industrial subjects plus 5 additional years of working experience Experience  3 to 5 years of working experience in the field of skills development  2 to 3 years of working experience in a position of administrative assistant or equivalent  Working experience in Lebanon with NGOs or development projects  Working experience in Lebanon dealing with vulnerable communities (openness to working with refugees as well as with vulnerable Lebanese)  Working experience with GIZ administrative system and regulation is considered an advantage  Experience with multicultural working environment is considered an advantage Other Qualifications  Fluent in written and spoken English and Arabic,  Knowledge of German or/and French is considered an advantage  Excellent command of MS-Office  Proficient use of modern telecommunication systems  Excellent office administration, organizational and self-drive skills  High standards of confidentiality and loyalty  Reliable, accurate, consistent and easy going and able to work in stressful environment  Driving licence holder  Daily missions all over Lebanon and to the DGVTE technical B. Responsibilities The Junior CBT Officer is responsible for:  the smooth implementation of Competence Based Training (CBT) modules within the public TVET system (DGVTE schools)  the liaison with Work based Learning (WBL) providers, school management, trainers, ToT trainers, trainees and youth  the follow-up of administrative procedures related to CBT in the DGVTE technical schools according to DGVTE, EU and GIZ administrative regulations and requirements C. Tasks General Duties The Junior CBT officer:  assists the project team in communicating with project stakeholders  maintains polite and professional verbal and written communication  assists the project team in arranging meetings and events  handles requests for information and data  participates in project activities when required  provides simple translations and interpretation (Arabic-English; English-Arabic as required)  supports in general clerical duties including photocopying, scanning and mailing CBT implementation and monitoring The Junior CBT officer:  assists the KE in preparing vocational training plans in coordination with the training providers (public VTE schools & WBL providers), trainees and assessment providers  establishes and maintains contact and productive working relationships with community representatives, beneficiaries and employers as related to competency based training  establishes and maintains smooth communication with DGVTE staff to pass administrative approvals and with School directors to follow-up with administrative requirements  organises the CBT implementation: • identifying vulnerable Lebanese and non-Lebanese • consulting and updating the Referral Information Management System (RIMS) • organising and conducting awareness sessions for trainees • collecting information of trainees enrolled in the course • assuring that training equipment, tools and materials are available for the training • supporting the school GEOs / Director to identify and organise WBL placement • organising the assessment of trainees at the completion of the course  monitors the CBT implementation: • monitoring the delivery of the CBT module to trainees in the workshop • monitoring Work Based Learning (WBL) activities of trainees in the working site • monitoring assessment of trainees at the completion of the course  reports the CBT implementation: • collecting presence sheets according to GIZ procedures • maintaining data base on WBL providers, alumni, ToT trainers, trainers etc • collecting employment information of trainees after the course (tracing) Finance and Accounting The Junior CBT officer under supervision:  collects invoices related to CBT implementation to be handed over to the admin assistant  collects justifications and provides payments/reimbursement to trainees Procurement The Junior CBT officer in coordination with the project admin assistant:  prepares the required documents for issuing contracts for goods and materials  prepares and monitors the contracts for directors, teachers and trainers involved in CBT  monitors the contract fulfilment (preparation, signature, execution, closure) Human Resources The Junior CBT officer in coordination with the admin assisstant:  monitors the implementation of Short Term Expert (STE) contracts in relation to the CBT implementation • recording STE working days and activities performed • assessing compliance of STE deliverables with ToR requirements • drafting the End of Mission (EoM) report of the STE • producing STE monthly reports • producing quarterly and semi-annual reports on working days used by STEs Other Duties/Additional Tasks The Junior CBT officer:  provides simple translations (Arabic-English; English-Arabic as required) Working place: Based in one of the three locations: Dequaneh, Mar Mikhael, Khirbet Qanafar Description of the Project: The project is designed to support the ambitions of the MEHE and employer organisations to make the VTE provision more demand-oriented and responsive to labour market needs. The idea is to further promote the practice-orientation of VTE, while at the same time encouraging the introduction of a strategic shift towards practice-orientation (work-based learning) in the mainstream VTE system. The project is structured in four components: 1. Consolidate quality of the VET practice oriented initiatives; 2. Improvement of the information base for practice-oriented learning; 3. Promotion of practice-orientation in main streams of VTE in Lebanon, and 4. Improving planning and coordination in the VET sub-sector. The main project approach is participatory and based on capacity development which aims to empower key stakeholders in VTE to better understand the obstacles inhibiting the realization of their developmental goals while enhancing their abilities that will allow them to achieve measureable and sustainable results. Expected Impact The overall objective of the Practice-oriented VTE project is to improve the quality, relevance and responsiveness of the public Lebanese VTE system to the needs of the labour market. Its purpose is to promote and strengthen planning, coordination and implementation for a more practice-oriented VTE in Lebanon.
