Objective:
To build comprehensive policies and procedures regarding the association’s rules and procedures, standards, conduct, and performances, and clearly define and the set the expectations of its staff and stakeholders and provide a source of reference to check if expectations are met. The overall objective is to improve for a better responding to the association needs and challenges faced by its staff and its beneficiaries, and to improve their commitment to its values and mission.
Experience
Applicants should present a comprehensive and consultative approach by:
Phase 1 – Preparation:
- Review the current policy and procedures and assess the needs and gaps that need to be improved and/or be elaborated ensuring alignment with Human Rights Standards, Professional working standards, National legislation, donors’ requirements and current Best practices.
- Issuing a detailed report clarifying the current situation and gaps that need to be filled for discussion and approval
Phase 2 – Coverage:
- Elaborating a categorized and clear portfolio of policies, procedures , and guidelines covering all association’s aspects such as:
- Human Resources
- Finance and accounting
- Administration, Management, Monitoring and Evaluation
- Procurement & Logistics
- Privacy, Confidentiality, Eco-friendly policy Security, Data Protection, & Risk Management
2. Develop standardized TRAINING MATERIALS AND IMPLEMENTATION TOOLS to ensure that policies & procedures documents are easily distinguishable and readily usable.
Phase 3 – Reporting:
- Presentation & discussion meeting of each aspect.
- Share 2 portfolio drafts with management or relevant parties for input and review.
- Present revised versions of the portfolio, if requested to final approval by the appropriate authorizing parties.
Phase 4 – Training:
Introduce the new Policies and Procedures Manual to all employee in 3 training days.
Deliverables:
The deliverable will be a complete Portfolio of necessary Policies and Procedures for the good practices of the Association.
Requirements:
- The process will be open to companies
- The Applicant must submit:
- Company registration document.
- Profile and portfolio showing details of comparable experience.
- Action plan and log frame.
Evaluation and Award process:
All proposals will be reviewed by a panel of 3 members of the organization. Proposals will be evaluated on:
- experience in auditioning projects
- experience in logistics
- experience in personnel policies
- experience in non-profit organizations policies;
- Cost efficiency;
- Diversity of expert team; and/or subcontracting
The expert will be expected to sign Association’s code of conduct and abide by all contract terms that will be agreed upon the completion of the CFA process.
Schedule
- Process duration : 6 Months
- Starting June 1st, 2020
- Submission of 1st draft: September 1st, 2020
- Submission of 2nd and final draft: November 15, 2020
- Submission of the final approved version by the latest November 30, 2020.
