MISSION CONTEXT

The actual intervention context is characterized by remote management modalities of intervention, through Partners. Bring constant support and guidance to the teams and maintain technical quality in the frame of HI integrated approach is the main challenge to take up.

OBJECTIVES

Under the line management of the Area Coordinator, the Livelihood PM is responsible to ensure the implementation of the Livelihood projects in collaboration with partners.

The Livelihood projects aim to contribute to the restoration of livelihoods and improved household income. This approach will be based on market and feasibility assessments, include liaison with the local community.

Based on the needs identified, HI will provide cash for work, vocational training, internships and small business grants.

The PM will also provide inclusive livelihood support to partners in ensuring that the design and implementation of all activities take an inclusive approach and that they provide people with disabilities with equitable access to different livelihood opportunities.

The Livelihood PM must keep all the data confidential, and share it only with the authorized persons.

ACCOUNTABILITIES

In coordination with: Coordination team and Technical Unit based in Amman

RESPONSIBILITIES

Responsibility 1: Manage Livelihood project (s)

Objective: Ensures project implementation, in collaboration with the relevant services and in line with general standards and procedures

Benchmark: Ensue the project is running according to HI and donor requirements and progress on a timely manner against the defined objectives

 Activities:

  • Contributes to production and review of project documentation and tools
  • Constantly monitor the setup, processes, tools and frame of intervention at each level  in close collaboration with the Technical Coordinator and the operational team
  • Ensures the technical quality and relevance of project activities implemented within his scope of expertise
  • Ensures proper planning and implementation of the project’s activities according to the defined strategy and targets. Compile and provide the operational monthly action plan
  • Follow up and monitor the project activities and related objectives & indicators as per logical framework
  • According to analysis of the situation and evolution of needs, propose adaptations of the project in tight collaboration with the operational and technical team
  • Develop planning and integrated budget. In close relation with the Finance department, project team and partners, analyse variations, provide monthly budget forecast, anticipate evolution and propose budget adjustment. Update following participatory analysis with;
  • Organize and lead assessments and mapping related to the dedicated sector of interventions
  • Writes reports for the funding agencies when relevant and monitors donor deadlines (grants, reporting, audits) concerning the project
  • Ensures the effective implementation and follow up of institutional policies (PSEA, mandatory cross-cutting approaches, etc.) on his/her project

Responsibility 2: Develop new partnerships, framework & coordinate with partners and stakeholders involved in project design/implementation

Objective: Prepares and monitors partnership agreements with implementing partners and other potential partners

Benchmark: Ensure that the framework defining the role and responsibilities of HI, the partners and stakeholders for the project design/implementation is in place.

Activities:

  • Contributes to new partnership assessments and identification
  • Develop partnership agreement in close relation with Operations, technical and Finance Teams
  • Organize coordination meetings with the partner to negotiate new components
  • Ensures the implementation of operational partnerships related to the project
  • Follow up in close relation with the Finance department the budget delegated to the partners
  • Support the partners for identifying their needs for capacity building
  • Based on the needs identified, develop adapted response with support from other services if necessary and coach the partners along implementation
  • Provide programmatic and coordinate technical inputs to project proposals and concept notes
  • Define project’s needs and organize the project’s resources efficiently to ensure the achievement of expected project’s results
  • Ensure partnership annual reviews

Responsibility 3: Ensure Project data management and Facilitate project lessons learning and its promotion at national & international level

Objective: Ensures technical learning from projects by drawing on lessons learned and good practices

Benchmark: Ensure that good practices under the project are identified and shared; used for advocating towards vulnerable people inclusion.

Activities:

  • Ensures that appropriate data collection and management tools are in place on the project, in line with global standards
  • Ensures that data related to the project is collected and compiled in the project database
  • Carries out regular verifications and makes any necessary corrections in the activity database
  • Guarantees the proper archiving of information
  • Provide the Programme and Technical Coordinators with relevant information in order to facilitate the identification of interesting thematic areas for knowledge capitalization and lessons learning purposes
  • If needed, contribute towards the design/adaptation of tools to capture experience, knowledge and know-how in close collaboration with the operational team, Technical and MEAL Units;
  • Provide the Programme Coordination with relevant information in order to facilitate the filling of such capitalization tools;

Responsibility 4: Manage the project team

Objective: Sets individual objectives, evaluates individual performance, contributes towards the professional & career development of his/her team members

Benchmark: Ensure the necessary human resources are available and capable for results-driven project implementation.

Activities:

  • Ensure proper human resources supervision in collaboration with the administration department (Individual objectives, performance reviews, attendance follow up)
  • Ensure that the projects communication and coordination mechanisms among the team and organizes and leads regular team meetings
  • Plan and build the capacity of the operational team to increase their knowledge of the project management cycle and reporting
  • Ensure conflict resolution (personal and professional) within the team with the support of the  line manager and participate in the disciplinary procedures if required
  • Contribute to the recruitment of the project staff and ensure the new team members’ integration (induction)
  • Ensure strict application and respect of the internal regulations

Responsibility 5: External and Internal coordination

Objective: Represent HI in front of external and internal stakeholder according to the delegation given.

Benchmark: Ensure that the framework defining the role and responsibilities of HI, the partners and stakeholders for the project design/implementation is in place.

Activities:

  • Represent  HI with  the relevant national and international organisations in the relevant sector working groups in order to facilitate the implementation of project activities and explore potential areas for collaboration
  • Communicates on the project to partners, authorities and stakeholders when relevant
  • Participate actively in program meetings (weekly meeting, bi weekly operational meeting)
  • Contributes to programme operational strategy (STRATOP)
  • Contributes to new project proposals for the continuity or expansion of the project
  • Liaise with the HI Technical Unit in order to get the appropriate support to ensure quality requirements are met
  • Liaise with support departments (Finance, Human Resources and Logistics) in regards with the project activities and in compliance with HI and donors’ procedures and tools
  • Ensure an effective coordination with other Project Managers of the mission
  • Ensure regular reporting on your activities to the Area Coordinator and/or mission upon request (coordination meeting, workshop meeting, etc.)
  • Compile and provide a monthly situation report (SITREP)
  • Contribute to other reports, project proposals and documentation as required
  • Deliver a mission report and/or handover document at the end of the mission

REQUIREMENTS

Education and Experience:

    • Bachelor’s degree of social, science/work, economics or international relations. Or Post graduate qualifications in business, agricultural/general engineering or project management
    • At least 3 years of experience in management of humanitarian projects
    • At least 3 years of experience working with communities on small business grant, vocational skills, cash based programing, community based credit schemes or rural development programing
    • Strong financial management skills
    • Strong project management skills are compulsory, especially organisational and team management skills (including training & capacity building)
    • Experience in emergency humanitarian context
    • Humanitarian environment training, Security , first aid or HEAT training
    • Previous experience of working with partners
    • Experience in capacity building – in remote contexts would be an asset
    • Experience in conducting livelihoods assessments and/or implementing livelihoods programmes

Professional Skills:

  • Strong interpersonal and communication skills both written and spoken;
  • Flexibility and ability to adapt quickly to any change/constraint
  • Ability to work under high pressure, without constant supervision and to respect important security constraints
  • Detail-oriented and high level of motivation and proactivity
  • Strong organizational skills
  • Strong reporting skills

Computer Skills:

  • Excellent knowledge of Microsoft Office (Excel, Outlook and word and other relevant software)

Language:

  • English and Arabic are mandatory (oral and written)
  • Good translation skills (From Arabic to English)
  • French is a plus

JOB CONDITIONS

  • Remuneration: according to HI salary grid
  • Starting date: ASAP
  • Duration/ Type of contract: 6 months renewable based on a project timeline and performance
  • Others: Health insurance
