Chemonics International is an international development company based in Washington, D.C. Our main partner is the United States Agency for International Development (USAID), and we also work with foreign donors such as the United Kingdom’s Department for International Development (DFID) and the Global Fund. 1. Project Background
USAID’s $80 million CSP (2018 – 2025) is designed to provide a broad range of support to underserved and vulnerable communities to improve the delivery of essential services and enhance economic opportunities, primarily in Lebanon’s North, South, and Beqaa regions.
2. Summary of Position
Reporting to the regional program manager (RPM), the field officer represents CSP in his/her assigned region of intervention. S/he maintains relationships with key stakeholders to design and implement effective community stabilization, development, and livelihood activities.
3. Specific Duties and Responsibilities
- Conduct situational awareness and contextual analysis in assigned region and other areas where CSP has activities under implementation
- Liaise with local partners and beneficiares to conduct community profiles
- Assist in making recommendations for program-led community stabilization activities
- For community-led activities, assist in implementing CSP’s methodology in selected communities and follow up with community engagement grant partners when needed
- Assist in identifying, implementing, and monitoring all livelihood activities in his/her assigned region of intervention
- Responsible for writing and developing activity concept notes and proposals
- Responsible for writing and reviewing activity reports and notes
- Monitor program activities in the field and report back to the RPM on progress and developments
- Conduct regular site visits to report on activity progress when needed and help partners remove barriers to activity implementation
- Follow up on logisitics, documentation, and other paperwork needed by the activity fund team
- Provide updates on activites for program reports and respond to requests for information from CSP staff
- Assist RPMs and other CSP staff in scheduling and facilitating meetings with past, current, and prospective partners
- Write meeting minutes and activity visit reports
- Monitor and give updates on evolving situations in the field as they relate to program implementation
- Other duties as assigned by the supervisor or his/her designee
4. Minimum Qualifications
- University degree required
- At least two years of professional experience in livelihoods programming or another relevant area of expertise
- Experience in program design, implementation, oversight, or monitoring preferred
- Strong writing and reporting skills
- Excellent communication and networking skills
- Proved experience fostering effective relationships with a variety of stakeholders, including local government, community-based organizations, and the private sector
- Ability to work independently and as part of a diverse team.
- Fluency in spoken Arabic
- Fluency in written and spoken English
- Access to a car for transportation to site visits
- Knowledge and experience working in the South Lebanon preferred
5. Place of Assignment
The field officer will be based in South Lebanon and expected to travel to the project’s main office in Sin el Fil at least once a week for meetings and consultations
6. Reporting
The field officer will report directly to the regional program manager for South Lebanon.
