Background:
The Quality program aims to improve performance of the PHCC level through supporting the center to implement selected MoPH standards.
Job Purpose:
The Quality Officer will be in charge of monitoring the quality initiatives in the respective f,reld area. S/He will coordinate with colleagues at IMC and supported primary health care centers to identify gaps and develop improvement plans in the supported facilities and services. The incumbent
plays a key role in supporting the health facilities to achieve quality targets according to guidelines and protocols informed bv Ministrv of Public Health (MoPH) and WHO.
Main Responsibilities:
. Perform regular quality supervisory visits to supported facilities for assessment, monitoring, and guidance.
. Conduct a range of quality assurance tasks including observations, audits, completion of checklists and others.
o Identify gaps in health services at supported facilities based on MoPH standards.
. Conduct needs assessments and participatory assessments to identifu additional gaps and areas of improvement
o Identify priorities and support in development of quality improvement plans in collaboration with the health facilities and the field staff
o Offer technical support and mentoring to achieve quality improvement
o Track performance of the supported facilities towards meeting a set of quality improvement indicators
o Evaluate the facility's monthly performance against defined targets to determine clinic staff incentive provision
o Collect all supporting documents for the incentive provision
o Perform patient file monitoring
o Track the budget vs. the actual incentive provision for the quality program on a monthly basis rvith the QM and finance if needed.
o Perform any other duties as requested
Reporting:
o Work with the field team to ensure regular collection of the quality program data and documentation as per grant and reporting requirements.
. Submit regular qualitative reports on the quality updates within the respective area
o Maintain detailed records on quality assessments, indicators, performance and trends
o Prepare statistics on quality performance and quality success stories as relevant

- Experience in or understanding of program accountability principles
- Knowledge of, respect and empathy for the communities we are working with
- Commitment to championing community and partner points of view
- Strong understanding of the project cycle and of M&E systems
- Good interpersonal and influencing skills
- Non-discriminatory and readiness to involve men, women, girls and boys from diverse backgrounds, particularly the most marginalized segments of the community
- Very good listening and facilitation skills – capable of managing and facilitating group discussions with program participants, local officials, partners and all levels of staff
- Ability to mobilize people – to develop and maintain relationships with staff and communities to ensure their participation in International Medical Corps ways of working
