WASH Engineer

Job Summary

The main purpose of the position is, under the management of the WASH/Shelter Project Manager, to implement Concern’s WASH activities under a Spring Appeal-funded project in informal settlements.

This role includes gathering information and data on informal settlements locations, assessment, technical preparation and review of construction activities, bill of quantities, negotiations of agreements with contractors, and monitoring of Concern’s activities. In order to ensure that all the skill sets are covered within the site teams, within the role of WASH engineer are some generic responsibilities mostly around support and mobilisation of refugee communities; oversight and monitoring of infrastructure construction; conducting assessments and general coordination.

Duties and Responsibilities

•             Oversee the day-to-day construction activities on site carried out by the contractor in informal settlements.

•             Ensure project work sites meet all legal, environmental, health and safety requirements.

•             Ensure all activities carried out by the contractor are of the highest quality and on time in accordance with the approved plans, specifications and work schedule.

•             Maintain a daily site diary, recording all works activities, number of men on site, number and type of all plant on site, testing of materials, quality of the work, any difficulties encountered in carrying out the work and any suggestion by the contractor of an intention to claim for extra payment for any reason.

•             Ensure that all required testing of materials is carried out and that detailed records are maintained.

•             Ensure that all aspects of the work are carried out accurately by checking all lines, levels and measurements.

•             Ensure the contractor’s compliance with the approved construction schedule.

•             Close coordination with all stake holders/community on daily activities to ensure smooth project implementation.

•             Arrange ad-hoc meetings, as required, with the contractor and other stakeholders on the project site.

•             Report to the Senior Engineer/Project Manager daily on the activities undertaken highlighting challenges/problems encountered on site.

Update the construction schedule based on actual accomplishments to monitor progress of the contract on a weekly basis.

•             Engage in the referral system by collecting referrals from the beneficiaries on site and referring them in coordination with the referral focal point to improve service provision.

•             Participate to the Emergency Response through site visits, RNA assessments, distributions, etc.

•             Participate in the COVID-19 response of CWW through assessments and distributions of IPC, disinfection and hygiene kits.

•             Create and train WASH committees in the ISs where the intervention is taking place to promote community participation and ownership of facilities.

•             Prepare and submit weekly progress reports with working drawings indicating accomplishments to monitor progress.

•             Represent Concern at local meetings with stakeholders, contractor and other relevant actors as necessary.

•             Coordinate project activities with other actors and stakeholders in the programme area as necessary, especially the WASH actor in the area.

•             Work with the community, ensuring they have full knowledge of the on-going project, its progress and expectations.

•             Conduct additional tasks as requested by the Project Manager or Programme Manager.

Skills, Qualifications, Experience and Attitude Required:
• Degree in Civil Engineering, certificate in building/construction or related technical qualification.
• Minimum of two years experience in humanitarian organisation, especially in the WASH sector.
• Experience in monitoring construction and managing contractors is highly desirable.
• Familiarity with the minimum construction standards for camps (eg., Sphere).
• Strong organizational skills and able to coordinate and manage a diverse array of activities and stakeholders.
• Strong negotiation and mediation skills and ability to work independently.
• Excellent communication skills in Arabic, a reasonable level of English in reading and speaking.
• Report writing skills and computer skills in word processing and spreadsheets.
• Experience in conducting surveys, managing data and statistics is desirable.
• Leadership and supervisory skills and ability to foster team spirit.
• Willingness to stay on site and travel to construction sites all the time.
• Strong commitment to ensuring the protection of refugees.
