Consultant to develop a Resource Mobilization Strategy

Introduction and background information:

MENA Rosa is the first and only regional network dedicated to women in all their diversity , in particular women living with and affected by the HIV in the Middle East and North Africa.
MENA Rosa’s mission is to support and empower women and girls in their diversity, those living with HIV, women and girls at high risk of infection: as well as their families and partners through the development of their leadership, the promotion of effective participation in response, advocacy, networking, awareness-raising, and resource mobilization to ensure their rights, universal and equitable access to care, treatment, support, prevention and better quality of life.

MENA Rosa is seeking the services of a consultant to develop a Resource Mobilization Strategy for the network.

Objective:
The main objective of this assignment is to increase sustainability of the network through donor diversification with clear targets for contributing towards sustainable funding of MENA Rosa Network.

Assigned Activities / Scope of Work:

• Mapping donor interests, priorities, funding opportunities,

• identifying the mechanisms and tools for resource mobilization and the strategic expansion of funding, through innovative financing initiatives,

• developing a proposed plan for financial stabilization,

• developing a guideline on how to establish, maintain and strengthen strategic partnerships and engagement with donors, (past, present and future) and key stakeholders,

• advising MENA Rosa Secretariat on fundraising opportunities including regional and country level donor mapping, strategic direction and areas of alignment within the region; and

• identifying opportunities to improve monitoring financial resources and budgetary outlook.

Deliverables:

• A comprehensive resource mobilization strategy that includes an overview of the situation, a critical analysis of past fundraising experience, explores future opportunities and strategies and outlines a time-bound action plan,
• a map of donor interests, priorities, funding opportunities, typical funding amounts, samples of successful project applications, and points to clear actions that should be taken to mobilize funds and develop/maintain relationships with donors,
• a clear guideline and set of tools on how to keep a strong and fruitful relational with donors and key Stakeholders; and
• a plan for building the capacity of key staff in mobilizing and leveraging resources and developing and maintaining partnerships at both the global and regional level.

Profile and Qualifications:

• Knowledgeable in the HIV field,
• Experienced in developing Resource Mobilization Strategies for NGOs,
• Well-informed of the regional context with previous experiences working in different countries in the MENA Region; and
• Advanced university degree in Political Science, Social Studies, Communication, Journalism, Public Relations, Social Sciences, Development, Planning, Business Administration, communication or a related field.
