Finance and Administration Manager

PROJECT OVERVIEW

ECODIT will soon begin implementation of the USAID Lebanon Diverting Waste by Encouraging Reuse and Recycling (DWERR) Activity (the Project), a five-year project that will establish sustainable and replicable integrated solid waste diversion and valorization solutions in different rural areas in Lebanon, leading to improved social and economic well-being for Lebanon’s population.  Working concomitantly with municipalities, local communities and the private sector, the Project will (1) develop sustainable composting value chains for organic waste, and strengthen existing recycling value chains (RVCs) for inert recyclable materials in select municipalities serving as pilots initially, and then support replication by other municipalities across Lebanon building on lessons learned from the pilots; and (2) implement integrated Solid Waste Management (SWM) solutions for unions or clusters of municipalities.  

 

DUTIES & RESPONSIBILITIES

Under the overall management of the Chief of Party (COP), the Finance and Administration Manager (FAM) will be responsible for the administrative and financial activities of the Field Office in Beirut. S/he will manage project finances, human resources, and procurements, and oversee administrative support to the project team, in compliance with USAID regulations, ECODIT policies and procedures, and local laws and regulations. S/he will anticipate and effectively address needs and issues to facilitate project start-up and implementation. The FAM will report to the COP. S/he will supervise a Procurement and Grants Manager, an Operation and Logistics Coordinator, and a Driver.  The FAM also will work closely with the ECODIT Home Office (HO) team on accounting and payments to subcontractors, consultants, and grantees.

 

Specifically, the FAM will:

  • Serve as the primary point of contact for office building managers, legal advisors, banks, tax authorities, social insurance authorities, health insurance providers, and others;
  • Manage all legal documents related to ECODIT’s Field Office in Beirut.
  • Ensure project compliance with local labor laws and associated rules and regulations;
  • Supervise and administer timesheets and payroll, create and maintain a leave/benefits tracker, ensuring that staff receive salary payments in a timely fashion, and that withholdings or deductions are made;
  • Ensure that all staff comply with ECODIT’s Code of Ethics and Business Conduct, HR policies, and related requirements;
  • Establish and maintain finance systems and accounting controls according to ECODIT and USAID standards;
  • Ensure timely and accurate processing of transactions, conforming to established accounting standards;
  • Prepare and monitor cash flow, advance requests, reconciliations, and inputs to monthly project invoices;
  • Liaise with the ECODIT HO accounting, finance, and HR teams as needed;
  • In coordination with HO Contracts Team, prepare subcontract agreements, consultant agreements, and vendor purchase order agreements in compliance with ECODIT and USAID regulations;
  • Ensure clear and systematic filing of contractual and financial documents; and
  • Manage procurements consistent with all relevant rules and regulations and ensure that all project equipment, transport, and supplies are procured in a timely and appropriate manner.

 

The FAM will be based in Beirut, and will be expected to travel to other locations in Lebanon, as needed, to execute the above duties and responsibilities.

 

MINIMUM REQUIREMENTS

  • Bachelor’s degree in management, administration, finance, accounting, or related field;
  • At least five years of experience in project administration, office management, financial management, accounting, grants programming or other related areas;
  • Knowledge and experience with accounting procedures and principles in Lebanon;
  • Familiarity with USAID rules and regulations;
  • Knowledge and skills in the MS office suite of products, and MS Excel in particular;
  • High ethical standards;
  • Strong organizational skills and attention to detail; and
  • Demonstrated professional oral and writing skills in English and Arabic.
